Programme and Commercial Director - Water Industry

RPS offers an opportunity for a Programme and Commercial Director to support the delivery of our role as United Utilities Strategic Solutions Partner in their Better Rivers Programme. The Director will be responsible for building strong client relationships in Northwest England, requiring travel and work from client offices in Lingley Mere (Warrington) twice weekly.

This role suits those with experience in water/wastewater sector project or programme leadership, with strong commercial management skills at the programme level.

This is a unique chance for candidates experienced in leading large water sector programmes to join a dynamic framework leadership team, working alongside our Framework Director and Regional Programme Managers to deliver wastewater projects within challenging timelines and budgets.

About The Team:

RPS Water Consulting comprises Engineers, Modellers, and Data Analysts providing Asset Management and Operational Strategy development to water industry clients, supporting business planning and delivery. This industry is evolving, offering challenges and opportunities requiring innovation, dedication, and teamwork.

Alongside the United Utilities framework, we work with several major UK water companies, with a broad portfolio of long-term framework agreements.

About You:

As a key member of our Water Consultancy, your role as Programme and Commercial Director is vital for delivering excellent projects. You will collaborate with a multidisciplinary team of water project experts on various capital projects.

Your Responsibilities:

The Director, working with the Framework Director, oversees programme delivery and profitability. Key duties include:

• Leading and collaborating with Regional Programme Managers.
• Working with Project Managers to meet profitability targets.
• Coordinating delivery programmes across the framework.
• Resource planning and management.
• Reviewing and approving call-off contract proposals.
• Identifying and mitigating programme risks and opportunities.
• Reporting to the internal framework board, clients, and stakeholders.
• Building high-performing teams.
• Driving efficiency and optimisation.

Skills, Knowledge, and Experience:

The ideal candidate will be pragmatic, collaborative, and experienced in delivering major water sector programmes. Requirements include:

• Proven experience in leading large water sector projects/programmes.
• Development and execution of commercial strategies for frameworks.
