Programme and Commercial Director - Water Industry

RPS has an opportunity for a Programme and Commercial Director supporting the delivery of our role as United Utilities Strategic Solutions Partner in delivering their Better Rivers Programme. The Director will be responsible for building strong client relationships in the Northwest of England, involving travel and working from client offices in Lingley Mere (Warrington) twice weekly.

This role suits those with experience in water/wastewater sector project or programme leadership, with strong commercial management skills at the programme level.

This is a unique opportunity for a candidate experienced in leading large water sector programmes. As a key member of a dynamic framework leadership team, you will work closely with the Framework Director and Regional Programme Managers to deliver wastewater projects within challenging timescales and budgets.

About The Team:

RPS Water Consulting comprises Engineers, Modellers, and Data Analysts providing Asset Management and Operational Strategy development to water industry clients, supporting their business planning and delivery. The industry is evolving, presenting challenges and opportunities that require innovation, dedication, and teamwork.

In addition to the United Utilities framework, we work with several major water companies across the UK, with a broad portfolio of long-term framework agreements.

Our Water Consultancy has a range of AMP8 programmes leading into AMP9 and beyond, offering long-term career stability and legacy opportunities.

About You:

Your role as Programme and Commercial Director is critical in delivering excellent projects for our water clients. You will collaborate with a multidisciplinary team of water project experts on capital delivery projects.

Your Responsibilities:

The Director, working with the Framework Director, oversees programme delivery and profitability. Key duties include:

• Leading and collaborating with Regional Programme Managers.
• Working with Project Managers to meet profitability targets.
• Coordinating delivery programmes across the framework.
• Resource planning and management.
• Reviewing and approving call-off contract proposals.
• Identifying and mitigating programme risks and opportunities.
• Liaising with the framework board, clients, and stakeholders.
• Building high-performing teams.
• Driving efficiency and optimisation.

Skills, Knowledge, and Experience:

The candidate will be pragmatic, collaborative, and experienced in delivering major water sector projects. Requirements include:

• Proven delivery of large project/programmes in water.
• Experience in developing and executing commercial strategies.
• Strong commercial acumen for profitable programme delivery.
• Ability to build and mentor teams and foster collaboration.
• Skilled in strategic and tactical team facilitation.
• Excellent interpersonal, leadership, and communication skills.
• Proficiency in collaborative negotiation.
