Job description

Location: Edinburgh or Glasgow (Hybrid 3x per week)

We're supporting a key client within the public sector seeking an experienced Programme Manager to lead large-scale strategic change programmes and complex transformation initiatives.

This is a hands-on delivery role where you'll work closely with senior stakeholders, leadership teams and programme boards to ensure major business change programmes are delivered on time, within budget and achieve the intended outcomes and benefits.

Key Responsibilities:
  • Lead and deliver complex business and transformation programmes
  • Develop and manage programme plans, governance structures and reporting frameworks
  • Manage programme budgets, resources, risks, issues and dependencies
  • Build and present business cases to secure funding and programme approval
  • Lead multidisciplinary teams across multiple workstreams and projects
  • Engage with senior executives, sponsors and stakeholder groups to drive programme delivery
  • Ensure effective programme governance and benefits realisation throughout the lifecycle
  • Coordinate internal teams, third-party suppliers and external partners
  • Support organisational change and adoption of new ways of working
  • Provide programme management expertise, coaching and continuous improvement support across the organisation
Key Experience:
  • Strong experience managing multiple projects within complex programme environments
  • Proven stakeholder management experience at Director, Executive and Board level
  • Experience developing programme governance, controls and reporting frameworks
  • Strong risk, issue, dependency and resource management expertise
  • Experience managing substantial budgets and delivering programmes to agreed outcomes
  • Business case development and benefits realisation experience
  • Experience leading organisational change and transformation initiatives
  • Programme management qualifications such as MSP, PRINCE2 or equivalent
  • Strong leadership, communication and influencing skills with the ability to operate across complex stakeholder environments
  • Experience of quality improvement, process improvement or business transformation initiatives
  • Ability to balance strategic objectives with successful day-to-day programme delivery
