Team/Role Overview
Markets Operations at Citi has embarked on a significant, multi-year transformation covering all aspects of designing and delivering a future state target operating model: risk and controls, regulatory compliance, process re-engineering, automation, people and culture, data transformation, technology investment and client service. This is a large and complex undertaking.

The Markets Operations Transformation team has been formed to support stakeholders both within Operations and across the bank, to design and deliver this multi-year transformation roadmap. Our transformation is underpinned by strategy, investment, change execution and a market-leading operations change delivery team focussing on programme and project management, business analysis, process re-engineering, low code application development and PMO.

We are currently recruiting for a Lead Business Analyst / Project Manager to play a lead role in delivering strategic regulatory reform initiatives across multiple asset classes (Fixed Income, Equities, Derivatives and other post trade functions). This role will support the Programme Manager and partner across regions (EMEA, NAM, APAC) to ensure Citi's readiness for current and upcoming regulatory milestones.

What you'll do

• Manages assigned workstreams across large regulatory reform programmes, tracking delivery to plan, resolving issues, and ensuring appropriate governance artefacts are in place.
• Works with Operations, Legal, Compliance and Technology stakeholders to define and agree regulatory interpretations, scoping impacts to processes and controls.
• Supports the Programme Manager in driving business case preparation, cost-benefit analysis, and KPI alignment to regulatory obligations.
• Owns the documentation of detailed business and functional requirements and ensures traceability through testing and implementation.
• Supports test planning, execution coordination, and business readiness for go-live.
• Can query data and determine the benefits associated with regulatory delivery
• Leads identification and resolution of issues across Markets Operations, escalating risks with mitigation strategies when required.
• Ensures adherence to Citi PM standards, governance routines, and documentation expectations across regulatory programmes.
• Proactively manages communication of risks, status, and issues to Programme Manager and senior stakeholders.
• Collaborates across multiple delivery teams and functional areas to align dependencies and track milestones.

What we'll need from you

• Significant experience in financial services, specifically in programme delivery or regulatory transformation.
• Proven track record delivering major regulatory change across the European Capital Markets landscape - including experience with CSDR, EMIR Refit, SFTR, MiFID II, or Basel III/CRR II.
• Deep understanding of post-trade operations: trade capture, margining, settlement, reporting, and related control environments.
• Strong experience working with Markets Operations stakeholders and Technology partners across regions.
• Excellent documentation, process mapping, issue tracking and stakeholder management skills.
• Familiarity with global and European market infrastructure (CCPs, CSDs, custodians) and interaction with industry groups (e.g. ISDA, ICMA, AFME) is a plus
• Bachelor's/University degree or equivalent experience, potentially Masters degree
• CAPM, PMP, PgMP, CBAP or MBA are a plus.
