Adecco are pleased to be recruiting for a Procurement Specialist on behalf of The CNC (The Civil Nuclear Constabulary).

This is a full-time position, working 37.5 hours per week. The salary is £40469 to £46849 (dependant on experience) plus £2,000 South East Allowance. You would be based in Culham, Oxfordshire. This post is hybrid, for which the ratio is 60/40 (however for the right person this can be negotiable).

Please note, due to criteria, you must have lived in the UK for at least the last 5 years continuously. You will also require to go through CNC Vetting before you can start this role.

The purpose of the department: Ensure that all non-payroll spend is compliant with all statutory, regulatory and Government requirements whilst meeting the demonstrated needs of the CNPA.

The purpose of the role: Make professional recommendations that will be relied on by the organisation to make important strategic and contractual decisions affecting projects with lifetime budgets exceeding £1m.

Principal Accountabilities:

  1. Professional management, end-to-end, of key tenders to ensure compliance with due process. This will include scoping requirements, production of evaluation schemes, evaluating tender returns and award of contracts. Oversee this work undertaken by other procurement professionals.
  2. Ensure that non-pay/salary related spend satisfies the Government’s requirement of Value-for-Money and meets the appropriate standards in terms of openness, probity, propriety, and control.
  3. Participate in and when needed take responsibility for the delivery of strategic CNC projects; this will include membership of project boards and teams.
  4. Provide proactive support and expertise to Project Managers and handle the contractual/procurement aspects of projects. Provide expertise and support to successfully manage, plan, negotiate, evaluate, and deliver projects in line with organisational expectations.
  5. Evolution of the Constabulary’s commercial terms and conditions, policies and working practices.
  6. Enforcement of CNC’s commercial terms with contractors.
  7. Take responsibility for health & safety, security compliance within the tender/procurement process.
  8. Take ownership of risks associated with procurement and work proactively to identify risk and ensure that they are managed within the organisation’s risk management framework.

Experience Required:

  1. Studying at Level 6 of MCIPS or fully MCIPS qualified with the Public Sector experience.
  2. Experience of commercial and public sector procurement and general business issues.
  3. Experience and understanding of the procurement of goods and services across a range of categories including but not limited to Professional Services, IT, FM and Travel/Fleet.
  4. Experience of developing successful strategies providing professional guidance to organisations and stakeholders.
  5. Experience of successfully negotiating and managing contracts with a working understanding of contract law.
  6. Relevant contracts experience dealing with non-standard requirements.
  7. Experience of managing modern contract forms under EU procurement legislation/regulations.
  8. Ability to work unsupervised with self-motivation.
  9. Ability to monitor and review service level and framework agreements.
  10. Ability to prepare and produce necessary supporting documentation appertaining to contracts, service-level agreements and framework documentation.
  11. The capacity to balance competing work pressures.
  12. Flexible attitude to changing priorities and requirements.
  13. Able to work well under pressure and meet deadlines.
  14. Excellent organisational, analytical, interpersonal and communication skills.
