Job description

Governance & Procurement Officer
Reports to: Finance & Data Manager
Type: Full-time, Temporary
Salary: Approximately £250 per day (Umbrella PAYE)
Location: Hammersmith & Fulham Borough
Assignment duration: 3-6 months (potential to extend)
Remote working: 1 day in the office per month.


About the Role
Wanted a Governance & Procurement Officer for a London Borough Council. In this temporary full-time role, you'll be instrumental in managing large-scale procurement projects, ensuring best value for money, and upholding top-tier contract management standards. We’re looking for a dedicated, experienced candidate to help drive initiatives forward, implement strong contract monitoring processes, create/review KPIs and metrics, and monitor using Power BI.


Key Responsibilities:

  1. Apply best practices throughout procurement stages: strategy, tender evaluation, moderation, and award.
  2. Draft necessary procurement documents (e.g., business cases, procurement strategies, OJEU notices, ITT documentation, feedback letters).
  3. Promote high standards of contract management, ensuring appropriate records/audit trails are maintained.
  4. Ensure proper recording of contract and financial information on the Council’s systems (Capital Esourcing and MS Teams).
  5. Plan and execute procurement exercises on the Council’s procurement portal.
  6. Ensure compliance with statutory and OJEU requirements.
  7. Plan and assist in tender evaluation and moderation, designing tools and templates for consistent scoring and feedback.
  8. Train managers on robust, objective tender evaluations.
  9. Draft documents for commissioning and procurement exercises, involving data analysis and collaboration with colleagues and legal teams.
  10. Implement systems for monitoring and accountability, ensuring accurate contract and financial records.
  11. Support contract managers in establishing performance measurement systems.
  12. Promote awareness and implementation of the Council’s Social Value policies.
  13. Advise on and review tender documents for Social Value commitments.
  14. Liaise with contractors to support Social Value integration and performance.
  15. Conduct mini-competitions on new frameworks.
  16. Propose practical procurement solutions for complex service requirements.
  17. Build relationships with service managers to improve contract management and commercial control.
  18. Enhance visibility and utilization of commercial data for decision-making and service improvement.

Your Knowledge & Skills:

  1. Best practice in commissioning, procurement, and contract management, particularly in the public sector.
  2. MCIPS qualification or working towards it.
  3. Complex problem-solving and critical thinking.
  4. Creativity and the ability to implement innovative solutions.
  5. Strong coordination and collaboration skills.
