We are seeking an experienced Procurement Manager to lead the end-to-end procurement of capital construction projects across the University’s Estates portfolio, including new build, refurbishment, and M&E works. You will manage a defined portfolio of spend, developing and implementing procurement strategies to deliver best value contracts and continuous improvement solutions that contribute to the University’s Procurement Strategy.

You will work closely with stakeholders in the Estates Office to review current supply chain solutions and implement optimum procurement arrangements – taking account of operational contexts, regulatory compliance, and applicable deadlines. You will support non-procurement staff in obtaining value for money through guidance and training, and champion best procurement practice across the University.

Your Category Focus: Works and Works Related Consultancy Services

• Lead procurement activity for construction works, refurbishment projects, M&E works, maintenance contracts, and works-related professional consultancy services across the University estate.
• Collaborate closely with the Estates Office and project teams to develop and deliver procurement strategies that support capital programmes and estate maintenance objectives.
• Manage competitive tendering and contract award processes for NEC, JCT and other standard form works contracts, ensuring compliance with public sector procurement regulations.
• Appoint and manage consultancy frameworks including architects, engineers, quantity surveyors, and project managers.
• Ensure funding conditions (e.g. UKRI, OfS) are met and procurement is conducted with full and compliant audit trails.
• Contribute to the University’s sustainability agenda through the promotion of responsible sourcing and net zero commitments within supply chain engagement.

Key Responsibilities

Category & Procurement Strategy

• Develop, implement and monitor category / project procurement strategies to achieve savings targets and KPI frameworks across spend areas of up to circa £10M p.a.
• Produce and present reports and KPI analysis to support strategic decision-making.
• Ensure procurement recommendations support the University’s strategic goals.

Competitive Procurement Processes

• Plan, lead and award end-to-end procurement processes including SQ/PQQ, ITT, evaluation, and contract award for capital construction and works-related projects.
• Comply with the University’s financial regulations and statutory obligations, including the Public Contracts Regulations and Procurement Act 2023.
• Support stakeholders in developing specifications and evaluation criteria for tender exercises and market engagements.

Contract Negotiation & Management

• Lead routine negotiations to secure commercially optimum contracts, managing financial and legal risks including total cost analysis, payment terms, liability and IPR.
• Manage ongoing contracts to ensure benefits realisation and effective supplier performance management.

Stakeholder Engagement

• Act as a designated Procurement link to the Estates Office and relevant operational departments, providing advice and facilitating procurement pipeline visibility.
• Build effective collaborative relationships with internal departments and external bodies (e.g. other HEIs, funders, consortia).
• Contribute to the Office’s training programme by disseminating procurement best practice.

About You

The ideal candidate will be proactive, collaborative, and results-focused. You will:

• Be educated to degree level or hold equivalent professional experience, with a good standard of numeracy and literacy.
• Have demonstrable experience delivering cradle-to-grave procurement for construction projects, including SQ/PQQ, ITT, evaluation, and contract award.
• Demonstrate strong category and supply chain management knowledge across works and estates-related spend.
• Have experience or a keen interest in works / construction procurement, including familiarity with standard forms of contract such as NEC or JCT.
• Understand the procurement of professional consultancy services in an estates or capital projects context.
• Be a capable negotiator with solid contract management experience and an understanding of commercial and legal risk.
• Possess excellent communication, planning, and organisational skills with the ability to build collaborative relationships across a broad range of stakeholders.
• Be confident in data analysis, using P2P and corporate systems to support strategy formulation.
• Be familiar with the regulatory environment for public sector construction procurement, including thresholds and compliant tendering routes.
• Ideally hold full MCIPS (Level 6) or be working towards this, or hold relevant equivalent experience.
• Have a working knowledge of public sector procurement regulations (Public Contracts Regulations, Procurement Act 2023 / Procurement Regulations 2024) – desirable.
