Procurement Manager Construction
Scotstoun Based (Hybrid)
60.69 an hour Umbrella Inside IR35
12 Month Contract initially.
This is a great opportunity to work within one of the Uks leading Defence Organisations based in Scotstoun. Hybrid working 2-3 days per week on site.
There is also a Senior Procurement Professional (Construction) role available if this manager role is not quite suitable. The Senior role is 47.12 per hour Umbrella Inside IR35. 12 month Contract.
Core Duties
- Manage end-to-end procurement processes for assigned packages, including preparation of tender documentation, tender evaluation, supplier negotiations and contract award recommendations.
- Support the delivery of sourcing and procurement activities across infrastructure construction and capital projects.
- Provide procurement and commercial support to project teams to ensure procurement activities align with programme requirements, budgets and business objectives.
- Assist in the development and implementation of sourcing strategies within established category and business frameworks.
- Management of commercial, contractual and supply chain risks throughout the procurement lifecycle.
- Develop and maintain effective working relationships with internal stakeholders, suppliers and contractors.
- Administer and manage contracts and framework agreements, ensuring supplier performance is monitored and contractual obligations are met.
- Support supplier relationship management activities, including performance reviews, issue resolution and continuous improvement initiatives.
- Contribute to contract change management, dispute resolution and contract close-out activities where required.
- Ensure procurement activities are compliant with internal policies, governance requirements and relevant external regulations.
- Maintain accurate procurement records and ensure sourcing and contracting documentation is completed to the required standard.
- Report activities by providing procurement, commercial and supplier performance data.
- Work collaboratively with project, commercial and operational teams to identify opportunities for efficiency, value creation and supply chain improvement.
- Provide guidance and knowledge sharing to less experienced team members as required.
Knowledge, Skills & Qualifications
Essential
- Proven track record in construction and infrastructure procurement.
- Extensive experience leading end-to-end construction/infra sourcing activities
- Negotiating complex construction commercial agreements, managing contractual and supplier risks.
- Strong knowledge of NEC and/or JCT contracts
- Ability to influence senior stakeholders
- Proven experience of developing procurement strategies
- Quantity Surveying background
- Management and experience of supply chain risks (Contractual risk allocation, Liquidated damages. Liability caps. Performance bonds. Parent company guarantees. Insurance requirements. Change control process)
Desirable
- Client side experience
- MRICS qualification or similar
- MCIPS
- Experience in public sector/regulated environments useful
