The One Lancashire and South Cumbria (LSC) Procurement team is seeking applications for a Procurement Manager. This is an exciting opportunity to join a dynamic team during a period of transformation as we move toward becoming a single, integrated procurement department serving the NHS across Lancashire and South Cumbria as a shared service provider. - Work within the Procurement team to deliver the procurement strategy and achieve service objectives, including:
- Savings and efficiency targets
- Compliance with procurement regulations
- Excellent customer service
- Collaborate with stakeholders at all levels to present the procurement function as a progressive and responsive team that drives innovation and system improvement.
- Lead strategic procurement projects, ensuring value for money and promoting an integrated approach.
- Provideprofessional advice on procurement processes, including compliance with UK law and regulations such as Public Contract Regulations 2015, Procurement Act 2023 as well as the Provider Selection Regime. Good general standard of education including Mathematics and English Language - GCSE level Grade 4
- CIPS Professional qualification or substantial experience of working within a procurement environment at a senior level
- Continued professional development of Procurement and/or Business related courses including Basic Contract law, Public Procurement Regulations, Tendering, & Supplier Management, Supervisory/management qualification or equivalent
- Project management qualification or equivalent, Previous Senior Buyer experience within a complex, multi-site procurement environment
- Working and detailed knowledge of Public Procurement Regulations
- Proven track record of managing, developing and leading staff within a fast moving environment
- Experience of working with a wide range of stakeholder groups
- Experience of working in a busy target driven environment to deliver demanding savings targets, Experience of working in other public and private sector organisations
- Experience in using online Tendering platforms such as Atamis
- Demonstrable successful project management experience with proven ability to deliver projects on-time and within a varied portfolio
- Additional expertise in Contract & Supplier Management, Contract Law and Negotiation Skills, Excellent verbal and written communication skills with the ability to communicate at all levels both internally and externally
- Able to identify and manage issues as they arise and demonstrate problem solving skills
- Excellent negotiation and financial skills to manage complex high value contracts
- Ability to analyse complex information, interpret in a clear, comprehensive format
- Ability to work on own initiative or with minimal supervision
- Able to communicate, to lead and develop and manage staff
- Ability to lead teams and facilitate meetings
- Ability to influence senior members of staff and gain credibility within a category management structure
- Self-motivated and able to motivate others.
- Strong knowledge of Microsoft Office applications including Outlook, Excel, PowerPoint, Word, Demonstrable experience of leading or being involved in the implementation of change, Confidence to establish positive working relationships with key stakeholders at all levels & at senior meetings
- Flexible approach to working times and location and must be able to travel to and between sites in Lancashire and South Cumbria
