Location: Barrow-in-Furness (Hybrid options available)

Pigment Consulting is a bold, digitally-enabled transformation consultancy built to tackle the public sector’s most complex challenges. We work collaboratively with government and defence partners to deliver sustainable, long-term change. Through our unique one-team model, we blend deep domain expertise with hands-on delivery to achieve tangible outcomes.

We’re supporting a major long-term investment programme in the Northwest and are seeking a Procurement Lead with strong construction/civil infrastructure experience to drive sourcing, contracting, and commercial excellence across a significant capital programme. This is a key client-facing role working across internal and external stakeholders to manage procurement activity from strategy through to contract award.

What You'll Be Doing

  • Shaping and delivering sourcing and contracting strategies for complex construction programmes.
  • Managing procurement plans that align with stakeholder and programme goals.
  • Leading end-to-end procurement processes, from tender preparation through evaluation to contract award.
  • Supporting supplier negotiations to secure best-value commercial terms.
  • Providing expert supply chain input to delivery teams and wider commercial strategy.
  • Identifying and managing procurement risks and liabilities.
  • Ensuring sourcing documentation meets internal and external standards.
  • Applying whole-life costing, Make vs Buy analysis, and commercial modelling to inform decisions.
  • Supporting business case development and reporting measurable cost savings.

What You’ll Bring

  • Strong procurement and supply chain background in the construction industry.
  • In-depth understanding of NEC and JCT contracts.
  • Experience managing contract performance and supplier relationships.
  • Familiarity with public procurement or regulated environments is a bonus.
  • MCIPS qualification (or working towards) is desirable.
  • A collaborative, delivery-focused mindset with the ability to operate across multi-disciplinary teams.

Due to the sensitive nature of this project you will need to be a UK National. SC Clearance is required.

Why Join Pigment?

If you want to work on high-impact programmes in the defence and public sector space—where your expertise can shape outcomes—we’d love to hear from you. This is a unique opportunity to join a growing team, work on nationally significant programmes, and influence the future of infrastructure procurement in the UK.
