About The Team

Gloucestershire County Council (GCC) is a forward-looking, dynamic local authority with a firm commitment to the promotion of development and training, health and wellbeing, and diversity and inclusion for all employees.

At GCC, we are transforming our approach to Procurement to meet new challenges and legislation, embedding sound commercial practice in an equitable, sustainable, and accountable way for our clients and suppliers, securing best value for the public purse.

We are a friendly and supportive team committed to delivering positive change, improving services and outcomes for Gloucestershire residents and businesses. We work with all areas of the council, and we will support you through training and development to meet agreed professional goals and standards.

About The Role

Working as part of the Council’s Strategic Procurement Service, you will help shape and develop improved outcomes.

This is one of several posts in the Strategic Procurement Service that work flexibly to support the Procurement needs of the Council. Success will depend on developing critical relationships at all levels, particularly with directors, lead commissioners, contract managers, and senior managers across the council and with our partners.

This role is expected to work across a range of category areas – which will include People based services, Public Health, and Place, to build credibility by demonstrating a high level of Procurement knowledge and expertise.

Responsible for a portfolio of projects and high-value tenders, you will produce analysis and strategies that enable the very best quality goods, services, and works projects to be sourced, with value for money and consideration of social value and climate change.

You will see your work making a real difference for people in Gloucestershire.

About You

You could be someone with procurement or commissioning skills and experience. You could have a contract management or even a legal background within local government or the wider public sector.

You will have knowledge of public sector procurement procedures and legislation, a strong commercial background, along with extensive eProcurement systems experience.

Highly organised and analytical, with excellent IT skills, you’ll be ready to meet demanding targets, timescales, and budgets. You may have a category specialism already, but these roles will give you the opportunity to further develop this and broaden your skill set into other category areas.

You will require excellent communication and influencing skills, deploying these as a confident, adaptable self-starter. Previous experience of working in a large, complex organisation will be an advantage.

As the true strategic partner, you will build strong and effective relationships to influence and drive the business priorities forward.

About Us

For all your hard work, you will receive the following:

  • Flexible and agile working opportunities
  • 30 days annual leave.
  • An option to purchase 10 days of additional leave per year (pro rata for part-time staff)
  • Family friendly employer, offering benefits to help support you and your family
  • Career development and qualification opportunities
  • Supportive and positive working environment
  • Access to our Employee Assistance Programme (EAP) that provides free, confidential counselling and advice for employees, available 24 hours a day, online and by telephone.
  • Employee discount scheme
  • Cycle to Work scheme
  • Gloucestershire Salary Sacrifice Green Car Scheme (T&Cs apply)
  • Links to employee networks such as Prism (LGBT+) network and the Young Employees Network
