The Growth Company’s Business Growth Hub in Greater Manchester is seeking a Procurement and Supply Chain Development Manager to shape procurement practice, lead internal procurement activity, supplier engagement and contract governance, and help local businesses access opportunities across the public and private sectors.

You will develop procurement strategies, drive social value and responsible procurement, manage supplier performance, and embed continuous improvement across the supply chain

Qualifications

  • Significant procurement, supply chain or commercial management experience.
  • Proven track record delivering procurement benefits and commercial value.
  • Advisory, consultancy or business support experience to organisations.
  • Strong understanding of public sector procurement processes.
  • Ability to manage procurement activity, supplier relationships and contract performance in a complex stakeholder environment.
  • Able to work collaboratively while taking ownership and working independently.

Responsibilities

  • Lead procurement activity across GM BGH, including planning, end-to-end tender delivery, supplier engagement, evaluation and award.
  • Develop and implement procurement strategies delivering value for money and governance.
  • Provide procurement, commercial and contract management advice to managers and budget holders.
  • Manage supplier relationships and contract performance, identifying opportunities for continuous improvement.
  • Ensure procurement activity complies with policies, governance and procurement law.
  • Embed social value and responsible procurement throughout procurement processes.
  • Support GM businesses to access public and private sector opportunities, incl. tendering and bid development.
  • Diagnose procurement and supply chain challenges and develop action plans to improve purchasing practices.

Job description

The Growth Company's (GC) Business Growth Hub (BGH) team is seeking a Procurement and Supply Chain Development Manager to shape organisational procurement practice and strengthen the procurement capability of Greater Manchester businesses. Combining strategic procurement expertise with external stakeholder engagement, the role will lead internal procurement activity, supplier engagement, contract management and governance, while helping businesses access opportunities, strengthen supply chains and maximise social value.

BGH supports businesses across Greater Manchester with expert advice on funding, innovation, people, sales and sustainability. We provide tailored support to meet the needs of each business at every stage of its growth journey.

Key Responsibility:
  • Lead procurement activity across GM Business Growth Hub, including procurement planning, end-to-end tender delivery, supplier engagement, evaluation and contract award.
  • Develop and implement procurement strategies that deliver value for money, effective governance and organisational objectives.
  • Provide procurement, commercial and contract management advice to managers and budget holders.
  • Manage supplier relationships and contract performance, identifying opportunities for continuous improvement, innovation and cost efficiencies.
  • Ensure procurement activity complies with organisational policies, governance arrangements and relevant procurement legislation.
  • Embed social value, sustainability and responsible procurement principles throughout procurement activity, supplier selection and contract management processes.
  • Support Greater Manchester businesses to access and secure public and private sector procurement opportunities, including tendering and bid development.
  • Diagnose procurement and supply chain challenges, developing action plans to improve purchasing practices, tender readiness, supplier management and commercial capability.
About You:
  • Significant procurement, supply chain or commercial management experience.
  • Proven track record of delivering procurement benefits and commercial value.
  • Experienced in providing advisory, consultancy or business support services to organisations.
  • Strong understanding of public sector and commercial procurement processes.
  • Skilled in managing procurement activity, supplier relationships and contract performance within a complex stakeholder environment.
  • Able to work collaboratively while taking ownership and operating independently.
Skills required:
  • Strong stakeholder management and relationship-building skills.
  • Excellent written and verbal communication skills.
  • Effective planning, organisational and project management abilities.
  • Well-developed IT skills, including CRM systems, management information systems and Microsoft 365 applications.
  • Knowledge of procurement legislation, governance requirements, best practice and the Procurement Act.
  • Understanding of social value, responsible procurement and sustainable supply chains.
