A Devon council invites an experienced Private Sector Housing Officer to join the PSH team, managing a varied caseload including backlog work related to the Renters Rights Act and driving housing standards across the local area.

The role requires inspections under the Housing Act 2004, HHSRS assessments, enforcement where needed, HMO licensing oversight, liaison with landlords and tenants, and meticulous case recording to support reports and improvements.

Qualifications

  • Experience in private sector housing within a local authority.
  • Good knowledge of Housing Act 2004 and HHSRS.
  • Experience with HMO licensing and enforcement procedures.
  • Full UK driving licence with access to a vehicle.

Responsibilities

  • Carrying out inspections under the Housing Act 2004.
  • Assessing properties using the Housing Health and Safety Rating System (HHSRS).
  • Investigating housing complaints and disrepair issues.
  • Managing HMO licensing applications and inspections.
  • Taking informal and formal enforcement action where appropriate, including Improvement Notices, Prohibition Orders and Civil Penalties.
  • Advising landlords, tenants and agents on housing standards and statutory requirements.
  • Maintaining accurate case records and preparing reports where required
  • Work with Disabled Facility Grants Including assessing applications, coordinating property adaptations and managing works through to completion

Education

Local Authority Private Sector Housing experience
Housing Act 2004 and HHSRS knowledge
HMO licensing and enforcement experience
Full UK driving licence
