Spinwell is recruiting for a Principal Planning Officer for an excellent opportunity within the public sector.


RESPONSIBILITIES OF THE PRINCIPAL PLANNING OFFICER

The post will assist in the supervision of the team and will predominantly deal with Major, highly complex planning applications and any resultant appeals and pre-application advice on more significant and strategically important development proposals ensuring acceptable development within the framework of local and national planning policy.

Main responsibilities;

    • Deal with highly complex and major planning applications and complex applications related to Conservation Areas and Listed Buildings
    • Deal with Environmental Statements, during the processing of applications, by providing Screening and Scoping Opinions and responding to consultations from other authorities
    • Deal with major planning appeals
    • Negotiate, check the contents of and provide advice to Legal Services regarding S.106 agreements including financial contributions.
    • Day to day supervision of team including allocation of tasks, managing workload and general advice.

SKILLS/EXPERIENCE OF THE PRINCIPAL PLANNING OFFICER

  • Degree level qualification in Town Planning (or equivalent)
  • Chartered Member of the RTPI or equivalent
  • Substantial experience of dealing with and negotiating on all types of planning applications and associated appeals, including complex and major applications
  • Comprehensive experience of dealing with a range of internal and external stakeholders
  • Experience of negotiating, dealing with and progressing complex legal agreements
  • Experience of dealing with EIA screening and scoping opinions as well as major applications that constitute EIA development
  • 5 years post qualification experience or extensive planning experience
  • Good communication skills
  • A good standard of literacy and report writing skills
  • A good standard of presentational skills to Council members, officers and the public.
  • General competence in computers, including relevant PC based software systems
  • Experience of mentoring and supervising colleagues
  • Possess a full UK driving licence with access to a vehicle for business use to be able to attend meetings and site visits
