The NHS is seeking a PCN Manager to oversee financial management and lead digital transformations within the Primary Care Network. This full-time position will involve supporting the Clinical Director and enhancing patient access through innovative technology. Ideal candidates will possess project management experience, knowledge of NHS systems, and excellent communication skills.

The post-holder will be responsible for the on-going financial management and monitoring of all contractual requirements of the PCN. It is desirable that the post-holder have project management and transformation experience (NHS experience preferred)
With responsibility for developing and supporting the delivery of transformational and digital projects across the PCN, the post holder will require excellent communication and engagement skills, specifically in bringing people together and gaining support and buy-in to change.
Main duties of the jobThe post-holder will;
support the Clinical Director and PCN Board in all aspects of the development of the Primary Care Network.
Will have day to day responsibility for the financial flows of the PCN, working with the Clinical Director, the Practice Managers and the Board to ensure good financial management of the PCN Resources
be the Digital Transformation Lead for the PCN, supporting the PCN and member practices in adopting new technology and other innovations to improve access to care and enable PCN staff to work more effectively.
Work closely with practice managers to ensure co-ordination and delivery of the Network DES and IIF
Lead the development of a business case for additional estate to support PCN service provision and any subsequent project implementation
PCN Contract Lead for any sub contract arrangements for delivery Network DES
About usPrimary Care Networks are a key vehicle for delivering many of the commitments in the long-term health of the nation plan and providing a wider range of services to patients. They are providing services such as structured medication reviews, enhanced health care in care homes, supporting early cancer diagnosis and understanding local health needs in order to tackle local inequalities.
They work with their partners to provide a wider range of primary care services to patients, involving a wider set of staff roles than might be feasible in individual practices, for example, first contact physiotherapy, extended access and social prescribing.
Networks are also the footprint for deciding which integrated community-based teams will develop, and community and mental health services will be expected to configure their services around PCN boundaries. These teams will provide services to people with more complex needs, providing proactive and anticipatory care.

Duties to include
Arrange and administer Board, as well as regular PM and Financial meetings for the PCN, prepare agendas and ensure distribution of minutes/actions as necessary. The PCN Manager will also attend and participate in other organisational meetings as required.
Providing administrative support to the Clinical Director. This will include managing their diary, booking meetings and organising emails/queries to support with the workload. They should keep the Clinical Director and PCN Board informed of any relevant updates from NHS England, the HCP and IC.
Be responsible for managing the day to day financial flow for the PCN, ensuring that practices receive payments due in a timely manner.
Providing invoice templates for PCN staff to claim associated costs and payments, collating invoices and submit a monthly spreadsheet to the Practice for payment.
Support the PCN in implementing and managing any HCP/ICB initiatives

Support the Clinical Director and Board with ARRS and any other recruitment. Ensure contracts of employment are provided to all staff through their host employer and that all relevant employment legislation is followed. Support with the procurement and maintenance of equipment and supplies, smart cards, IT access etc to support PCN staff.
Log any verbal or written complaints and work with the Clinical Director to process these in line with the national Complaints Policy.
Support the Clinical Director to audit activity on Emis and produce reports for the PCN Board to review and improve the quality of care provision.
Participate in a regular performance review with the Clinical Director.
Communicate effectively with other team members, colleagues, patients and carers.
This role will evolve to meet the changing needs of the service and the postholder should be prepared to undertake further training as required in order to fulfil the duties of this post.
Governance
Develop and review policies and procedures in relation to the PCN and ensure that all staff are kept informed about changes to these. Ensure own practice is in line with organisational policies and procedural guidelines.
To ensure the safety of patients, relatives and colleagues and maintain a register of all incidents and near misses in line with the risk management policy. To support the Clinical Director and PCN Board by organising and minuting significant event meetings to discuss these.
Be prepared to co-ordinate the services disaster recovery procedure as required.
Ensure that patient identifiable information, laptops and smart cards are transported in line with the information governance policy.
To keep up-to-date with mandatory training including safeguarding adults and children
To maintain confidentiality at all times.
