Job summary

Bennett And Game Recruitment are seeking a Pre-Construction Manager in the Birmingham area to lead technical development of major Civil Engineering projects from pre-construction into delivery. The role combines tender work (about 30%) with post-tender and pre-delivery activities (about 70%), ensuring buildability and robust planning.

The ideal candidate has a strong Civil Engineering or infrastructure background with PM/Pre-Construction experience and is comfortable coordinating across design

Qualifications

  • Strong background within Civil Engineering, Infrastructure or Heavy Civils.
  • Experience as a Project Manager, Senior Project Manager, Construction Manager or Pre-Construction Manager would be particularly suitable.
  • Experience coordinating design and technical information on complex projects.
  • Experience through PCSA and/or ECI stages would be highly advantageous.
  • Ability to identify and resolve technical issues before projects reach site.
  • Strong understanding of project risk and the ability to develop practical mitigation strategies.
  • Excellent communication, leadership and stakeholder management skills.
  • Tier 1/2 Civil Engineering / Infrastructure contractor background advantageous.
  • Civil Engineering degree or equivalent advantageous but not essential, with relevant experience and technical capability considered more important.

Responsibilities

  • Take responsibility for the technical development of major Civil Engineering projects through pre-construction into delivery.
  • Work across a 30% tender / 70% post-tender and pre-delivery split.
  • Review tender opportunities from a technical and construction perspective.
  • Develop construction methodologies, buildability solutions, phasing and sequencing strategies.
  • Review project programmes and contribute to construction programmes.
  • Lead and support projects through PCSA and extended ECI stages.
  • Work closely with clients, consultants and operational teams during pre-construction.
  • Coordinate with design teams, consultants and technical stakeholders to progress project information.
  • Drive technical approvals and resolve outstanding design and construction issues.
  • Support the discharge of relevant planning conditions and other pre-construction requirements.
  • Identify project risks and develop appropriate mitigation strategies before works commence.
  • Ensure projects are sufficiently technically developed and de-risked before reaching site.

Position: Pre-Construction Manager - Civil EngineeringLocation: Birmingham / Midlands Salary: Up to £110,000 - £115,000 DOEWorking Arrangement: Office / Project BasedEmployment Type: PermanentHaving been established for over 20 years, the business has developed into one of the UK's leading self-delivering contractors, successfully delivering complex groundworks, enabling works and heavy civil engineering projects ranging from £1 million to £80 million across infrastructure, defence, energy and major regeneration sectors.

Following its transition to an Employee Ownership Trust, the business is continuing to invest heavily in its people and future growth. As part of this expansion, they are now looking to appoint an experienced Pre-Construction Manager, with Birmingham / the Midlands the preferred location, although exceptional candidates based in London will also be considered.

This is not a traditional bid-led Pre-Construction Manager position. The role is approximately 30% tender/pre-construction and 70% post-tender/pre-delivery, taking technically complex projects beyond tender through PCSA and Early Contractor Involvement (ECI) and developing them into construction-ready schemes. The successful candidate will interrogate how projects will actually be built, focusing on buildability, methodology, sequencing, programme and design development, before ultimately transitioning projects into the delivery team.

For this reason, the business is particularly interested in experienced Project Managers / Senior Project Managers from Civil Engineering and Infrastructure backgrounds who want to move upstream into pre-construction while retaining a strong connection to project delivery.

Pre-Construction Manager Job Overview

Pre-Construction Manager Job Requirements

Strong background within Civil Engineering, Infrastructure or Heavy Civils.

Previous experience as a Project Manager, Senior Project Manager, Construction Manager or Pre-Construction Manager would be particularly suitable.

Candidates from Senior Agent / Project Agent or technically focused Estimating backgrounds may also be considered where they can demonstrate the appropriate experience.

Strong practical understanding of how Civil Engineering projects are constructed and delivered.

Excellent knowledge of buildability, construction methodology, phasing and sequencing.

Strong understanding of project programming with the ability to review and contribute to construction programmes.

Experience coordinating design and technical information on complex projects.

Experience working through PCSA and/or ECI stages would be highly advantageous.

Ability to identify and resolve technical issues before projects reach site.

Strong understanding of project risk and the ability to develop practical mitigation strategies.

Confident working directly with clients, consultants, designers and operational teams.

Technically inquisitive with the ability to challenge proposed solutions and identify better ways of building and delivering projects.

Previous experience with a Tier 1 or Tier 2 Civil Engineering / Infrastructure contractor will be considered.

Civil Engineering degree or equivalent qualification advantageous but not essential, with relevant experience and technical capability considered more important.

Strong communication, leadership and stakeholder management skills.
