Purpose
The Portfolio resource planner is responsible for developing an optimal resource plan for the functional teams across the full portfolio of projects. This includes advising leadership and management on short to long-term capacity planning, resource availability, constraints, and utilization.
Supervision
Exercised: Planning guidance to stakeholders on contractual programs, scope management, risk, and claims. Team leader of project schedulers.
Received: Direction from the PMO Manager and Project Portfolio Committee. Meets insight and support requests from functional leads and managers.
Main Duties and Responsibilities
- Supervise a team of project schedulers to deliver on their responsibilities.
- Apply project prioritization to sequence planned resource activities.
- Optimize resource allocations.
- Maintain roles and resources data.
- Maintain project data and timesheet approvers.
- Maintain cost data.
- Level resources and activities while meeting contractual dates.
- Prepare planning scenarios and reports.
- Manage workspaces and project lists for effective planning and reporting.
- Support the portfolio committee with planning and advisory.
- Assist in project recovery plans as required.
- Ensure each project is set up in OPC with governance and controls.
- Initiate RAID logs at tendering.
- Provide insight and assurance on governance and controls of the project portfolio.
- Conduct planning requirements for change orders and requests.
- Identify opportunities and risks during programming, ensuring early warning systems for schedule deviations.
- Support project stakeholders with risk registers and time risk allowances.
- Plan tenders and projects to meet milestones and cost targets.
- Utilize software, techniques, and equipment effectively.
- Develop and modify project planning techniques to improve control over project costs and resources.
- Guide and support trainee planners and department members as needed.
- Comply with all Health and Safety responsibilities outlined in the policy.
- Perform any other duties assigned that are commensurate with the position.

Qualifications and Experience
- HNC or equivalent in a relevant discipline.
- Degree or equivalent in engineering, project management, or operations management.
- Practical experience in manufacturing or engineering sectors.
- Proven resource planning experience.
- Experience in a project portfolio enterprise environment.
- IT literate; proficient in Microsoft Office, Primavera Cloud, Power BI.
- Ability to work effectively within a multidisciplinary team.
- Strong interpersonal skills and professional approach.
- Excellent organizational skills, attention to detail, and ability to work under pressure.
- Effective communication skills, both verbal and written.
