Job description

Job Title: Policy Manager

Salary: £55,000 - £60,000 (Band 4)

Reports to: Head of Professional Standards

Direct Reports: None

Location: Central London (minimum 4 days per month in the office)

Role Purpose

This role sits within a newly established Professional Standards Team in the Regulatory Standards Directorate of a regulatory body. The post-holder will lead the development and implementation of policies that support high standards for the profession, focusing on training pathways, quality assurance, and regulatory frameworks.

The successful candidate will collaborate closely with colleagues already in post, including another Policy Manager and a Senior Policy Officer, sharing responsibility for delivering team projects and helping to shape how the team is perceived by internal and external stakeholders.

Key Responsibilities

  • Lead policy development and implementation, focusing on all qualification pathways for professionals to enter the sector, including:
    • Developing apprenticeship routes
    • Shaping standards for advocacy and negotiation skills
    • Overseeing evaluations and reviews of existing training programmes
    • Identifying gaps in the current policy framework and designing targeted interventions
    • Conducting research to inform future policy development
  • Build strong stakeholder relationships, working with professional bodies, oversight regulators, and consumers
  • Contribute strategically to wider departmental goals, including business planning and embedding the team's work across the organisation
  • Oversee project budgets relating to pre-qualification training
  • Collaborate with colleagues across departments to ensure the team's expertise is incorporated into organisational projects
  • Support continuous improvement efforts and deliver updates and reviews of key regulatory frameworks as required
  • Foster a culture of professionalism and collaboration within the team, maintaining a focus on customer needs and risk-based decision-making
  • Promote diversity and inclusion within the team and in external work

Person Specification

Essential Knowledge and Experience:

  • In-depth knowledge of current issues and best practice in Further and Higher Education sectors
  • Understanding of regulatory contexts and their role in education and training
  • Experience implementing and managing quality standards and competence-based assessments in a regulatory or professional setting
  • Experience of standards setting, assessment methodologies, and quality assurance processes
  • Ability to work effectively with senior-level stakeholders in policy development and decision-making
  • Experience of developing complex policies and systems in a regulatory or challenging environment
  • Postgraduate qualification or equivalent experience in a relevant field

Skills:

  • Strong collaborative working style, with excellent interpersonal, influencing, and networking skills
  • Exceptional project management, planning, and organisational abilities
  • Skilled in drafting and presenting complex information clearly and persuasively
  • Effective data and knowledge management skills
  • Proficiency with Microsoft Office (Word, Excel, Outlook)
  • Ability to work effectively as part of a team and build relationships internally and externally
  • Commitment to continuous professional development and to driving improvements across the organisation

Desirable:

  • Law degree or understanding of the structure of the legal profession
  • Knowledge of research methods
  • Experience of line management and performance management

  • Regulatory policy development is evidence-based and effectively targets risks in the market
  • Performance targets and expectations are consistently met or exceeded
  • Annual team plans are fully delivered
  • Effective financial performance aligned with the business plan
  • Clear and positive contributions to departmental and organisational objectives
  • Sound advice and expertise provided on all professional matters within remit
  • Positive relationships developed with key stakeholders and external organisations
