About Us

The Universities Policy Engagement Network (UPEN) was set up in 2018 by approximately ten higher education institutions. It now has more than 110 UK university and policy members. Institutional leads from each university comprise the knowledge exchange brokers/policy impact colleagues whose responsibilities include disseminating opportunities to relevant colleagues within their institution. The network is voluntary, and we are funded entirely by voluntary donations. In 2025 UPEN was awarded funding from Research England and ESRC to deliver a project focused on infrastructure and capabilities for academic-policy engagement in the UK.

The role is based in the UCL Public Policy team, in UCL Research, Innovation and Global Enterprise. UCL Public Policy is UCL’s strategic institutional programme to build engagement between researchers and policymakers and enhance the contribution of UCL’s academic expertise to public policy. It supports capacity-building within UCL, undertakes coordination and brokerage across the institution, delivers knowledge exchange and policy engagement activities, and strengthens the communication and dissemination of UCL research. UCL Research Innovation & Global Engagement brings together a range of functions, services and resources for the UCL community and external partners. We are dedicated to supporting people, crossing boundaries and enabling responsible impact – for the greater good, locally, nationally and internationally.

About The Role

We are seeking a Policy Engagement Coordinator (Practice) to join us on a Fixed-Term Contract to the end of 2028.

With a strong service ethos and excellent data and information skills, you will lead the design, delivery and ongoing development of systems and processes that enable timely, user-driven, and impactful engagement between academia and the policy world. Working closely with the UPEN network and wider stakeholders, you will help build sustainable capabilities for rapid response and effective connections across the research-policy ecosystem.

This role will focus on developing and embedding infrastructure such as frameworks, convening models, and engagement mechanisms that reduce fragmentation, promote best practice, and create long-term value. You will apply service design principles to ensure that UPEN’s infrastructure is user-centred, evidence-informed, and capable of delivering high-quality, repeatable, and scalable interventions that meet the needs of both researchers and policymakers.

We are intending to hold in-person interviews for this role on 24th July.

For an informal conversation about the role please contact Ayden McKeating (ayden.mckeating@ucl.ac.uk), and for any questions about the application process please contact Rachel Dargan (r.dargan@ucl.ac.uk).

About You

You will have a strong track record in policy engagement, knowledge exchange, or research-to-practice brokerage, with proven experience of delivering complex projects using agile or iterative approaches. You will bring a user-centred and data-informed mindset, supported by experience in service or information design and skills in data analysis.

You are confident aligning academic expertise with policy needs, managing responsive programmes, and generating insights to support decision-making and collaboration. You communicate clearly across academic and policy contexts and are skilled in managing a wide range of stakeholders. You are comfortable facilitating workshops, commissioning and overseeing technical development, and thrive in fast-paced, collaborative environments.

Ideally, you will also bring experience with CRM or knowledge exchange platforms, and an understanding of digital standards, governance, or the use of AI-based tools in policy settings. Inclusivity, responsiveness, and intercultural awareness are central to your way of working.

As well as the exciting opportunities this role presents we also offer some great benefits some of which are below:

  • 41 Days holiday (including 27 days annual leave 8 bank holiday and 6 closure days)
  • Defined benefit career average revalued earnings pension scheme (CARE)
