Job description

We supervise the island's financial services industry for compliance with both conduct and prudential requirements, and under the anti-money laundering (AML), countering financing of terrorism (CFT), and countering proliferation financing (CPF) framework.

The JFSC is one of the few regulators globally to benefit from the Regulator and the entity Registrar operating under a single financial services commission.

Division: Policy, Innovation Hub, and Marketing & Communications

These teams work together to support both the internal and external priorities of the JFSC.

  • The Policy team covers financial crime, conduct and prudential matters and is responsible for keeping Jersey’s domestic laws, regulations, AML Handbook, Codes of Practice and guidance aligned with international standards and fit for purpose.
  • The Innovation Hub is a facilitator of technology adoption both inside and outside of the JFSC, supporting growth of Fintech, Regtech and Suptech.
  • The Marketing & Communications team delivers internal and external communications designed to support the JFSC in meeting its mission.

Team: Policy

The team is responsible for the development and maintenance of Jersey’s financial services regulatory framework. This includes laws, Codes of Practice, the AML Handbook and guidance that support the financial services industry and help protect Jersey from financial crime and consumer harm.

The team works closely with other divisions within the JFSC, industry, the Government of Jersey, peer regulators and international standard-setting bodies to ensure that regulation is clear, effective and proportionate, meets international standards and does not unduly disadvantage Jersey’s financial services industry.

This role has a focus on financial crime and will sit within the Financial Crime Policy and Coordination (FCPC) team, which forms part of the Policy Division.

Role: Policy Associate (Permanent / Full Time)

The successful candidate will join the JFSC at a key stage in its development, as it seeks to play an enhanced role in the continued success of Jersey as a highly regarded International Financial Centre.

This is a varied role requiring a flexible, proactive and collaborative approach. The Policy Associate will support the development, coordination and maintenance of Jersey’s financial crime framework. Working with Policy colleagues and stakeholders, the postholder will undertake research and analysis, contribute to consultations and changes to regulations and guidance, and help coordinate activity across the JFSC and with partner agencies. This role would suit someone with an interest in policy and financial crime; and keen to develop further in these areas.

The candidate will deliver the following outcomes:

  • Policy development: Support the design, development and delivery of new or revised regulatory policy across financial crime areas.
  • Research, analysis and effectiveness: Contribute to reviews and assessments of the effectiveness of the JFSC’s regulatory framework, policies and procedures, and identify implications and opportunities for improvement.
  • Drafting and governance: Contribute to the preparation of high-quality consultation papers, discussion documents, briefings as well as internal reports. Support the development and maintenance of appropriate governance arrangements, records and supporting processes.
  • Stakeholder engagement and coordination: Support effective engagement and coordinated working with JFSC colleagues, industry and partner agencies. Prepare materials, contribute to meetings, workshops and working groups.
  • International standards and regulatory effectiveness: Support work to maintain the JFSC’s alignment with relevant international standards, particularly the FATF Standards, including preparation for external reviews and assessments and initiatives to strengthen understanding of AML/CFT/CPF requirements across the organisation.
  • Cross-organisational and national collaboration: Work constructively across the JFSC and support input into relevant national projects and working groups. Help coordinate contributions, promote consistency of approach, monitor actions and support the timely delivery of agreed outcomes.

Your key skills will be:

  • Analysis and judgement: Ability to analyse legal, regulatory and policy issues, and evaluate evidence.
  • Communication and influence: Strong written and verbal communication skills, with the ability to present information clearly and succinctly.
  • Accuracy and governance: A careful and thorough approach to research, drafting, record-keeping, governance and project work, with a commitment to producing high-quality outputs and following through on agreed actions.
  • Collaboration and coordination: Ability to build constructive working relationships, coordinate contributions from different teams and stakeholders.
  • Organisation and resilience: Ability to manage competing priorities, organise meetings and workstreams, monitor actions, meet demanding deadlines and respond positively and proactively to change.
  • Professional curiosity: A strong interest in financial services, regulatory frameworks, AML/CFT/CPF and technological developments.

What will success in this role look like?

Effective collaboration with all stakeholders, including the FCPC team, demonstrated through the provision of high quality, timely, accurate and well-informed advice on our financial crime framework matters.

Are you suitable for this role?

Suitable candidates will have experience in a policy, regulatory, legal, research, financial services, consultancy or government environment. An understanding of financial services regulation or policy development is helpful. Familiarity with Jersey’s financial services industry, legal structures, AML/CFT/CPF framework or international standards would be an advantage.

You will bring strong research, analytical, drafting, communication and organisational skills. Experience supporting projects, governance arrangements, working groups or stakeholder coordination, and experience using data analysis or AI tools, would be an advantage.
