Job description

This role is a key part of the Church of England's response to recent safeguarding reports, focusing on developing and overseeing safeguarding structures and operations.

The Safeguarding Structures Team, within the Archbishops’ Council, is responsible for delivering work related to safeguarding oversight, including the establishment of a scrutiny body.

About the Department/Role

This is a three-year fixed-term contract until July 2028.

What you'll be doing

The Policy Adviser (Scrutiny) will initially focus on policy development concerning the scrutiny aspects of safeguarding structures, including research, analysis, and drafting policy papers for decision-making. The role involves working across all workstreams related to scrutiny, with priorities on designing complaint processes and interim provisions for end-stage complaints.

Key role requirements
  • Drafting technical policy papers on the scope, powers, and functions of the Scrutiny Body.
  • Providing expert advice on oversight and scrutiny bodies, aligning with statutory and best practice models.
  • Conducting research and benchmarking to identify best practices and innovative approaches.
  • Assessing models of oversight, incorporating accountability, transparency, and enforcement mechanisms.
  • Developing proposals for the Scrutiny Body, including budgets and operational frameworks.
  • Analyzing legislative and operational frameworks to identify risks and opportunities.
  • Incorporating insights from victims and survivors, with involvement facilitated by a Survivor Participation Officer.
  • Collaborating with subject matter experts in legal, financial, and safeguarding areas to ensure comprehensive policy development.
