83zero Limited in Glasgow is seeking a PMO Lead to join our client's senior leadership team on a large, complex programme. This is not a traditional PM role; you'll run an integrated PMO, ensuring governance, reporting, assurance and project controls across multiple workstreams.
The role requires 15+ years in complex infrastructure, experience leading PMO/Project Controls in regulated or security-conscious settings, NEC contract exposure, and strong stakeholder influence.

We're recruiting for an experienced PMO Lead to join our consulting client's team in a senior leadership capacity, supporting the successful delivery of a large, complex programme.
This is not a traditional Project Manager role. Instead, you'll lead an integrated PMO function, ensuring governance, reporting, assurance and project controls are aligned across the wider programme. You'll be responsible for driving consistency, supporting informed decision-making and embedding best practice across multiple workstreams.
As PMO Lead, you will:
Lead an integrated PMO function across a major programme.
Drive governance, reporting, assurance and project controls best practice.
Coordinate planning, cost, risk, schedule and change management activities.
Ensure robust programme controls and alignment across multiple workstreams.
Produce high-quality reporting and insights for senior stakeholders.
Support audits, assurance reviews and continuous improvement initiatives.
Lead, mentor and develop PMO and Project Controls professionals.
We're looking for someone who can demonstrate:
15+ years' experience supporting complex, high-value infrastructure or capital programmes.
A strong background leading integrated PMO or Project Controls functions within highly regulated or security-conscious environments.
At least 5 years' experience leading PMO or Project Controls teams operating under NEC contracts.
Expertise in governance, reporting, assurance, programme controls and performance reporting.
Excellent stakeholder management skills, with the ability to influence senior leaders and delivery teams alike.
Experience within sectors such as defence, infrastructure, nuclear or other similarly regulated environments would be highly advantageous.
This role is based in Glasgow, with an expectation of three days per week onsite.
Candidates based across Scotland are particularly encouraged to apply, although we're happy to consider individuals from elsewhere in the UK who are willing and able to travel.
Salary: £85,000-£100,000
