Job summary

Essential Employment in Portsmouth is seeking a Planning Enforcement Officer to investigate breaches of planning control, manage enforcement caseloads from complaint to resolution, and conduct site visits to gather evidence.

You will liaise with residents, developers and stakeholders, negotiate compliance, prepare reports and notices, and work with Legal Services on complex cases to ensure developments comply with permissions and legislation.

Responsibilities

• Investigate alleged breaches of planning control and planning legislation.
• Manage a caseload of enforcement investigations from initial complaint through to resolution.
• Carry out site visits, gather evidence, and assess whether breaches have occurred.
• Liaise with residents, developers, businesses, councillors, and other stakeholders regarding enforcement matters.
• Negotiate solutions to achieve compliance with planning regulations.
• Prepare enforcement reports, case files, notices, and supporting documentation.
• Use formal enforcement powers where necessary and work closely with Legal Services on complex cases.
• Ensure developments comply with planning permissions, conditions, and relevant legislation.
• Maintain accurate records and provide a high-quality, customer-focused enforcement service.
