We are seeking an experienced and commercially astute People Partner (HR Business Partner) to support our Children's Residential Services across Lincolnshire.

This is a pivotal role for a seasoned HR professional who thrives on influencing operational performance through people solutions, partnering with leaders to deliver outstanding outcomes for children, colleagues, and services.

Working closely with operational leaders, you will provide strategic and hands-on people partnering support, helping services build high-performing, resilient teams while driving improvements across key workforce metrics including absence, turnover, retention, employee engagement, and workforce productivity.

You will be supported by a dedicated HR Advisor, who provides practical in-service support, and an ER Specialist, who acts as a specialist consultant on complex employee relations matters. This support structure allows you to focus on bringing together the wider people agenda, workforce planning, talent development, operational performance, and organisational effectiveness.

What You'll Be Doing
As a trusted People Partner, you will:
  • Partner with the Head of Children’s Services and Registered Managers to drive workforce performance and service excellence.
  • Analyse workforce data to identify trends, risks, and opportunities, turning insight into meaningful action plans.
  • Lead initiatives that reduce key people KPIs, particularly:
  • Employee turnover
  • Sickness absence
  • Agency usage
  • Vacancy levels
  • Unproductive hours
  • Develop robust workforce and succession plans including forecasting to ensure services are equipped for future growth needs.
  • Coordinate and connect multiple workstreams across HR, Employee Relations, Recruitment, Learning & Development, Operations, and Finance.
  • Support leaders to build resilient, engaged, and high-performing teams.
  • Drive talent management initiatives, identifying future leaders and supporting career development pathways.
  • Coach, challenge, and influence managers to improve people capability and confidence.
  • Ensure people practices are practical, compliant, and aligned to operational realities.
  • Partner with Finance and Operations teams to understand workforce costs, productivity measures, and financial impacts.
  • Use evidence-based decision making to improve organisational performance and employee experience.
What We're Looking For

We are looking for a highly capable and resilient HR professional with significant experience operating as an HR Business Partner or People Partner within complex, operational environments.

You will bring:
  • Proven experience as an HR Business Partner or People Partner.
  • Demonstrable success in reducing workforce KPIs such as absence, turnover, vacancies, and agency dependency.
  • Strong workforce planning, resource management, and forecasting experience.
  • Experience translating complex data into clear actions and measurable outcomes.
  • Proven ability to build credibility and influence leaders at all levels.
  • Experience managing multiple priorities within fast-paced operational environments.
  • Strong employee relations knowledge and understanding of UK employment legislation.
  • Experience developing leadership capability, talent pipelines, and succession plans.
  • CIPD Level 5 at least, with Level 7 qualified being advantageous (or equivalent experience).
  • Highly analytical, data-driven, and naturally inquisitive.
  • Commercially aware with a strong understanding of operational and financial performance.
  • Resilient, proactive, and comfortable working in challenging environments.
  • Able to balance strategic thinking with a hands-on approach.
  • Excellent communication and stakeholder management skills.
  • Passionate about developing people and improving outcomes.
Why Join Us?

This is an opportunity to play a key role in shaping the workforce behind services that make a genuine difference to children's lives every day.

You will join a supportive and collaborative people team, working alongside dedicated HR and ER specialists while having the autonomy and influence to drive meaningful change across the organisation.

If you are an experienced People Partner who combines strategic thinking with operational delivery, thrives on using data to improve performance, and is passionate about building resilient teams, we'd love to hear from you.
