Cardiff and Vale University Health Board is recruiting aSenior People Development Officer to join the Transformation, OD & Improvement team. You will plan, design and deliver leadership and learning development training across the Trust, with evaluation of impact and ongoing staff coaching.

The role includes day-to-day staff management, 1-2-1s, appraisals, recruitment support and collaboration with internal/external stakeholders to embed innovative training strategies and change initiatives.

Qualifications

  • Educated to degree level or equivalent experience
  • Level 5 or equivalent management qualification or relevant experience
  • Training, Teaching or Facilitation qualification or equivalent experience
  • Evidence of recent Continuing Professional Development
  • Significant experience of developing, planning, organising and delivering of training programmes
  • Significant experience of designing, planning, developing and delivering change management and soft skills training courses using high level communication and presentation skills.
  • Highly developed analytical and problem-solving skills.
  • To be innovative, with the ability to 'think differently' and challenge current behaviours and mindsets.
  • Experience of leading and managing a wide range of training courses.
  • Self- motivated, flexible 'can-do' team worker

Senior People Development Officer - Band 6 - Working within the Transformation, OD & Improvement team To work as part of a team in the planning, development, design and delivery of a broad range of training programmes and strategies in leadership and management, learning and development and quality improvement. To provide day to day support in managing staff. This will include regular 1-2-1s and appraisals, identifying development needs, recruitment, and selection, ensuring appropriate training is delivered to staff, and reviewing work performance and progress, work allocation and checking.Main duties of the job Under the direction of the OD, Transformation and Improvement leadership team, the post will undertake the design, planning, delivery and implementation of leadership, learning and development and quality improvement training programmes and strategies to support organisational development initiatives. To undertake an evaluation of training and to produce reports on the impact of leadership, learning and development and quality improvement activities., The post holder will be required to: Proactively engage with staff on a variety of topics and programmes. Maintain constructive relationships with a broad range of internal and external stakeholders. Participate in relevant internal and external working groups/ projects, services and initiatives to provide information, advice and support. Liaise with colleagues to share best practice. To support the OD, Transformation and Improvement team in the development and delivery of the Trusts Strategy via delivery of a broad range of training programmes. To plan, organise and deliver a wide range of innovative leadership and management, and learning and development and quality improvement training programmes. For example, leadership courses, change management and a broad range of learning and development training programmes and initiatives for groups of 5-25+ internal/external staff/managers in a formal setting. Be responsible for supporting the design and planning of QI training and the delivery and evaluation of the training. To act as a leadership and management mentor and coach to managers at all levels and members of the team to support professional development, departmental projects and change initiatives. To carry out a training needs analysis to identify skills gaps of new and existing leaders and managers and to ensure appropriate training opportunities are made available. To support managers in the implementation of change management programmes and service re-designs across the Trust. To design, implement, update and monitor action plans in relation to a range of training and development strategies and organisational development initiatives. To liaise with external organisations on the sharing of best practices in leadership and management, learning and development and quality improvement. To carry out research on the latest use and application of leadership and management and training methodologies and practices and to then advise and implement their appropriate use in the Trust's training programmes To work collaboratively with the People Services in designing and implementing the Trusts appraisal system and training managers to undertake effective staff appraisals. To be innovative, with the ability to think differently and challenge current behaviours and mindsets To develop new innovative training approaches, such as blended and e-learning initiatives to support the delivery of Trust-wide leadership and learning and development training programmes. To undertake an evaluation of training and to produce reports on the impact of leadership and management and learning development activities. To develop materials to reflect training needs of staff and external clients to support the changing culture of the organisation and internal/external demands so staff have the skills to make a difference. Support the departments income generation activities through the delivery and marketing of a wide range of training courses to external markets. Ensure that training and development activities do not disadvantage individuals or groups and that everyone is treated equitably and with respect maintaining appropriate standards and behaviours. Promote good health and safety practices in day-to-day work areas and taking necessary action to ensure a healthy and safe working environment. To provide day to day support in managing staff. To undertake any other duties which may be reasonably regarded as within the nature of the duties, responsibilities and grade of the post as defined, subject to the proviso that appropriate training is given and that wherever possible significant changes of a permanent nature shall be mutually agreed and incorporated into the job description in specific terms and the post re-evaluated if the change is likely to result in a job re-evaluation score change. A. Leadership and Management To provide day to day support in managing staff/trainers within the team. This will include regular 1-2-1s and appraisals, identifying development needs, recruitment, and selection, ensuring appropriate training is delivered to staff, and reviewing work performance and progress, work allocation and checking. The post holder is required to analyse and understand information/situations around learning and development at the individual, team and organisational level making decisions and recommendations on the course of action needed to implement a range of options pertaining to leadership and management development, Learning and development, talent management, and appraisal systems. Planning and organisational skills are necessary in helping to write courses and action plans and putting these into practice through projects and initiatives. Outcomes may not be clear and may need to be reviewed during implementation and subsequently evaluated to help guide future activity. Strong communication skills are needed when making presentations in training events, communicating information and ideas, catering for different learning styles and motivating others to learn. In meetings and working with work colleagues, negotiation skills and the ability to influence others is vital in gaining co-operation to take forward initiatives. Equally strong communication skills and influencing skills are necessary when working with individuals with learning needs where it is important to understand and empathise with individuals, motivating and persuading, helping staff to overcome barriers to learning. Standard keyboard skills are needed along with skills in using training equipment.,
