BPSS clearance will be required at basic level. Prior clearance will not be transferrable.
Principal Accountabilities:
- Review previous MPAC facility designs and assess their applicability to the existing J1 Building configuration, informing development of the preferred implementation approach.
- Develop and maintain MPAC pre-concept facility layouts, integrating stakeholder requirements, operational needs, logistics flows, engineering constraints, building limitations, and infrastructure requirements.
- Organise, facilitate and document stakeholder engagement activities to define, validate and maintain requirements, assumptions, constraints, interfaces, acceptance criteria and requirements traceability.
- Identify, coordinate and manage modifications to J1 infrastructure and building services, including mechanical, electrical, HVAC, structural, fire, access, utility and accommodation-related requirements.
- Identify, manage and coordinate technical, operational, programme, facility and organisational interfaces associated with MPAC implementation and wider J1 building activities.
- Coordinate engineering studies, surveys, inspections, condition assessments and technical evaluations required to support concept development, option appraisal, maintenance planning and remediation activities.
- Support development and maintenance of project controls information.
- Develop and maintain the J1 Building Management Strategy working pack, including requirements, assumptions, evidence, interfaces, decisions, dependencies, risks, issues and closure plans for outstanding actions.
- Support development of the JDR Civils / Building Management Strategy at RIBA Stage 1, ensuring outputs are structured as client-side strategic briefs and plans.
- Align MPAC requirements, building condition information, maintenance assessments, cost data, environmental assessments, enabling works and other supporting evidence into a coherent RIBA Stage 1 brief.
- Coordinate SQEP input from Estates, Engineering, Waste, QSHE Risk & Assurance, Finance, Planning, Asset Management, Operations, suppliers, contractors and other stakeholders.
- Consolidate and manage actions arising from relevant forums, programmes and workstreams, maintaining clear ownership, dependencies, assumptions, evidence gaps, decisions and routes to closure.
- Support development of governance, assurance and decision-making outputs.
Qualifications:
- Relevant engineering, construction, facilities, project management, or technical degree (BSc/MSc) or equivalent experience.
- Chartered Engineer, Chartered Project Professional or equivalent professional accreditation desirable.
- Familiarity with CDM Regulations and infrastructure project delivery.
Experience:
- Proven experience coordinating multidisciplinary engineering, infrastructure, modification or facility repurposing projects within complex environments.
- Experience managing technical interfaces, stakeholder requirements and cross-functional dependencies where technical authority, asset ownership, operational responsibility and funding ownership are distributed across multiple organisations.
- Experience organising and facilitating technical workshops, stakeholder engagement activities and requirements definition processes.
- Experience supporting concept development, option appraisal, project planning, cost estimation and decision-making frameworks for complex facilities.
- Experience coordinating condition assessments, surveys, maintenance evaluations and remediation planning activities.
- Experience integrating technical, compliance, survey, maintenance, cost and programme information into strategic briefs, option development, decision frameworks and governance-ready outputs for complex facilities within highly regulated environments.
