Job summary

Jacobs is seeking an experienced Operational Leader to manage NRSWA compliance and network management services for the Stevenage highway partnership. You will lead a 20+ team across compliance, inspection and administration, ensuring statutory services meet regulatory and contractual standards.

The role requires strong leadership, budget control and client relationship management within a highly regulated environment.

Qualifications

• Significant experience in operational management within highways or regulated environments.
• Proven track record leading large, diverse teams.
• Budget management and resource planning experience.
• Knowledge of NRSWA, Traffic Management Act, permit schemes and related legislation.
• Ability to manage across multiple stakeholders including local authorities and regulators.

Responsibilities

• Lead a multi-disciplinary team across compliance, administration, technical and inspection functions (20+).
• Take overall responsibility for operational performance, service delivery, contract compliance and client satisfaction.
• Manage budgets, resources, workloads and performance targets.
• Foster strong relationships with client stakeholders, local authorities, statutory undertakers and regulators.
• Ensure compliance with NRSWA, Traffic Management Act, permit schemes and related requirements.
• Drive performance against contractual KPIs and governance activities.
• Lead continuous improvement initiatives to enhance service quality and efficiency.
• Oversee risk management, reporting and audit activities.
• Ensure projects and activities are delivered on time and within budget.
• Create a high-performing culture through leadership and people development.
