Job summary

North Highland is seeking an Operating Model Consultant to support the delivery of multiple capability programmes for a UK defence client. An active SC clearance is required or in process. Based near Portsmouth with some site travel 1–2 days per week.

You will design operating models, collaborate with stakeholders, and provide SQEP guidance to enable flexible staffing and efficient resource use across complex programmes.

Qualifications

• Experience designing operating models in large, complex organisations.
• Proven ability to engage stakeholders across multiple levels.
• Understanding of capability development and programme delivery frameworks.
• Experience in regulated or defence/public sector environments.
• Strong analytical and communication skills.
• Knowledge of flexible workforce models and partner engagement strategies.

Responsibilities

• Design and implement operating models for rapid capability delivery across multiple programmes.
• Collaborate with stakeholders to identify requirements and translate into scalable solutions.
• Provide SQEP guidance to support transition to core-flex staffing models.
• Develop frameworks and processes for efficient resource allocation and partner collaboration.
• Analyze existing structures and recommend improvements to delivery capability.
• Support change management activities and stakeholder engagement throughout implementation phases.
• Document operating models and create guidance materials for ongoing use.
• Build strong relationships with internal teams and external partners.
