Job summary

West Midlands Police is recruiting a Learning & Development Training Officer to design, develop and deliver Interventions related training across the CT Network.

You will lead the full training cycle, create engaging content, and work with regional and national trainers to ensure a high standard of CPD delivery. National travel and flexible location are expected to support operations.

Qualifications

  • Experience in Counter Terrorism Policing, Interventions training.
  • Holder CET Level 4 or willingness to obtain the qualification.
  • CAVA Level 3 or willingness to work toward it.
  • Experience delivering training to students and trainers.
  • Proficiency with Microsoft Office including Word, Outlook, Excel, PowerPoint, Visio.
  • Strong written and verbal communication; ability to influence at all levels.

Responsibilities

  • Plan, design, prepare, quality assure, co-ordinate and deliver CT training UK-wide.
  • Develop, validate and evaluate training courses to meet objectives and CPD needs.
  • Deliver National training programmes with regional trainers and subject experts.
  • Prepare lesson plans and training materials (handouts, slides, etc.).
  • Address training issues from reviews to maintain performance.
  • Ensure training packages meet CT Network needs by diverse methods.
  • Assist in reviewing training modules and identifying gaps.
  • Assist with day-to-day administration and attendance tracking.
  • Supervise students on courses and support mentors.

The Counter Terrorism Policing (CTP) Network stretches across the UK. We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

Based at our modern offices near to Birmingham International Airport, our Operational Development Unit (ODU) is a dedicated team who are responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism and counter state threats.

We are looking for a motivated, dynamic, innovative and suitably qualified Learning & Development Training Officer to design, develop and deliver training programmes and Continuous Professional Development (CPD) within the Interventions Capability across the United Kingdom Counter Terrorism Network.

You will work Monday - Friday 0800-1600 but an element of flexibility is needed to mee the demands of the post and you may have to work outside of your normal core hours.

As this is a national role, flexibility is crucial and we are happy to consider a more agile approach to your working location and will consider the successful candidate working from an area outside of the West Midlands. However, there will be an expectation that you are prepared to travel nationally on a regular basis to perform this role including having to work extended hours at locations throughout the UK.

The role

The post holder will be responsible for the training design, development and delivery of Interventions related training provided to the CT Network across all 10 CT regions.

Interventions training covers a broad range of subject areas and roles within the learning pathway including Prevent Case Officers, Nominal Management Officers etc. It will therefore be necessary for you to deliver a full training service within the Capability to ensure operational performance is developed and maintained. Your acquired knowledge of formulating training techniques and creative delivery experience (both face to face and blended) will be utilised when working as part of the team and with colleagues and partners from across the UK.

Responsibilities
  • To plan, design, prepare, quality assure, co-ordinate and deliver the content and delivery of bespoke CT training throughout the UK. Facilitate opportunities for learning and personal development in accordance with the National LTE Strategy.
  • To develop, validate and evaluate training courses to ensure they achieve organisational objectives, meet customer requirement and contribute to the personal development of students.
  • To facilitate and deliver the National training programmes in accordance with other regional and national trainers and subject experts.
  • To research, prepare and update lesson plans and any associated training material including hand‑outs, PowerPoint slides, etc. for all courses.
  • Address training issues highlighted in operational or exercise reviews/debriefs to ensure operational performance is maintained and developed.
  • Ensure the delivery of training packages effectively meets the needs of the CT Network by the most appropriate method, including but not restricted to; facilitation, didactic, demonstration, role-plays and practical case studies.
  • To assist in the review and development of training modules as part of the national Counter Terrorism training programme.
  • To assist with the identification of training and development gaps for the CT Network.
  • To assist with day‑to‑day administration including but not restricted to; student attendance and liaison with relevant parties, resource preparation, etc.
  • To be responsible for the supervision, discipline and welfare of students whilst they are on the course and to provide the necessary support and encouragement required for them and their mentors in the workplace.
  • To assist in monitoring the effectiveness of the learning and development programmes through the identified evaluation process.
  • To ensure training products are fit for purpose in line with the principles of Best Value.
  • Take appropriate action in order to create a healthy working and training environment in keeping with the H&S policy and processes.
  • Monitor and ensure all staff are given equality of opportunity within the learning and development environment.
  • Liaise with National and Regional departments where necessary, to maintain consistency of training delivery.
  • Promote equality, diversity and Human Rights in working practices by developing and maintaining positive working relationships, ensuring that colleagues are treated fairly and contributing to developing equality of opportunity in working practices.
  • Any other duties commensurate with the role and band/grade.
Skills and competencies
Essential
  • Sound working knowledge and personal experience of Counter Terrorism Policing (specifically in the Interventions thematic area).
  • Hold a current, recognised Trainer qualification of Certificate in Education and Training (CET) Level 4 or equivalent or demonstrate willingness and ability to acquire the requisite qualification.
  • Hold or have a willingness to work towards a certificate in assessing vocational achievement, i.e. CAVA level 3 (or equivalent qualification).
  • Have experience of delivering training courses or presentations to students and other trainers.
  • Experience of IT packages to design and deliver training including Microsoft packages such as Word, Outlook, Excel, Power point, Visio etc.
  • Be conversant with and be able to identify and contribute to best practice within the Counter Terrorism field to ensure that training is revised and refreshed accordingly.
  • Hold a full driving licence.
  • Be prepared to travel nationally.
  • Strong and effective written and verbal communication and interpersonal skills to support, negotiate and influence at all levels throughout the CT network to ensure training is delivered to a national standard.
  • Ability to prioritise and manage conflicts (people and tasks).
  • Ability to influence and build effective collaborative relationships with a wide range of professionals within and around the National CT Network.
  • Demonstrate awareness of equality and diversity appropriate to this role and have a high level of personal integrity.
Desirable
  • Evidence of successful interpretation and application of relevant legislation, including contributing to new legislation /national bodies.
  • Experience of working in a Learning, Training or Exercising (LTE) environment.
Security Clearance

There are limitations on travelling to a small number of countries once in post.
