About The Role

LB of Newham is currently reviewing their local development plan and are presenting to full council on the 28th April to seek authority to submit it for examination. The examination would commence once the local plan is submitted. They haven't appointed an inspector yet, and hearings are likely to be in September at the earliest. They urgently need a Planning Policy Manager with experience in taking a plan through to examination, ideally someone who has previously conducted an examination and understands the process.

The role reports to the Director of Planning and Development. The team has a two-part structure, including two officers working on Transport Planning, who typically provide comments on planning applications, and a Policy team with four Principals, each specializing in different topic areas. The successful candidate will lead and support this team to realize their potential.

The main challenge is managing the examination process, particularly addressing the high affordable housing target within the plan, which is expected to be a key issue during inspection. The candidate should possess political astuteness, be able to present effectively, and communicate the necessity of proposed modifications to stakeholders such as the mayor and portfolio holders.
