Job summary

Coventry City Council is seeking a Neighbourhood Support Officer to operate in the Neighbourhood Enforcement Team. You will be a visible uniformed presence, giving on-street advice and signposting residents to Council services.

You will tackle environmental offences and ASB, and use appropriate notices when informal approaches are not effective. The role requires liaison with other officers and agencies, handling fly-tipping, littering, graffiti, and related issues while maintaining professional

Qualifications

  • Excellent interpersonal skills, able to relate to local residents and partner staff.
  • Strong oral and written communication skills for calls, notes, and records.
  • Knowledge or experience with Fixed Penalty Notice processes is useful.

Responsibilities

  • Provide on-street advice to the public and signpost to Council services.
  • Act as a visible uniformed enforcement presence in neighbourhoods.
  • Challenge unacceptable behaviour (fly-tipping, dog fouling, littering, graffiti) and use statutory notices where informal approaches fail.
  • Liaise with Compliance Officers and other agencies (e.g., Police) to tackle crime and anti-social behaviour.

Job description

The Neighbourhood Support officer role [based in the Neighbourhood Enforcement Team] acts as a visible uniformed enforcement presence in neighbourhoods and provides "on-street" advice to the public, signposting them to other Council services where appropriate and making them aware of the problems arising from non-compliance with environmental services legislation. Challenge behaviour that is unacceptable in the neighbourhood, e.g.Environmental Issues such as fly-tipping, PSPO, ASB, dog fouling, littering, and graffiti and, where informal approaches have been disregarded, utilise appropriate legislative tools, including the issuing of fixed penalty notices as well as other statutory notices for environmental offences and breaches. To liaise effectively and collaboratively with other officers across the Council and in other statutory agencies i.e. the Police in tackling crime, environmental Issues and anti-social behaviour.What is the job role? We are looking for adaptable, proactive, dedicated individuals to join our Neighbourhood Enforcement Team, You will be working as part of a close-knit team and will be required to work closely with Compliance Officers [Neighbourhood Enforcement] dealing with a wide range of environmental and neighbourhood nuisances. In your role, you will be acting as a visible uniformed enforcement presence and provide "on-street" advice to the public, signposting them to other Council services where appropriate and making them aware of the problems arising from non-compliance with environmental services legislation. You will challenge behaviour that is unacceptable in the neighbourhood such as fly-tipping, dog fouling, littering, and graffiti, and, where informal approaches have been disregarded, utilise appropriate legislative tools, including the issuing of fixed penalty notices as well as other statutory notices for environmental offences and breaches.

  • Excellent interpersonal skills, able to relate and deal with issues from local residents and staff from partner organisations in an assertive, polite and tactful manner. With oral and written communication skills, including the use of telephone, radio, and other communication devices, and making accurate notes of incidents and activities undertaken during the day.
  • Previous experience with an enforcement background would be useful, and some Knowledge of the Fixed Penalty Notice process, and the issuing of. Compiling Prosecution files and attending court

This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).
