Job summary

Coventry City Council is recruiting a Monitoring Officer (Building Safety Levy) to lead the administration, monitoring and day‑to‑day operation of the levy across the city.

You will work with Building Control, Planning, Finance and Legal Services to collect and monitor levy income, maintain records and deliver high‑quality reporting.

Qualifications

Responsibilities

  • Administer the registration and monitoring of communications and statutory notifications from RBCAs, ensuring accurate records for levy administration.
  • Monitor qualifying residential development across Coventry.
  • Maintain records of levy liabilities, notices, payments and exemptions.
  • Assist with calculation and issue of levy charges and payment certificates.
  • Manage and update monitoring databases and records.
  • Prepare monitoring reports, financial returns and performance information.
  • Register and monitor Building Control information including Initial Notices and Final Certificates.
  • Respond to enquiries from developers, internal colleagues and external stakeholders.
  • Collaborate with Building Control, Planning, Finance and Legal teams to administer the levy scheme.
  • Support audit requirements and ensure compliance with legislation and guidance.

Coventry City Council is preparing for the implementation of the new Building Safety Levy, a significant national initiative designed to support building safety improvements and ensure the construction industry contributes towards making homes safer.

We are creating a brand-new Monitoring Officer post within our Building Control function to lead the administration, monitoring and day-to-day operation of the levy scheme across the city. This is an exciting opportunity to help shape a new service area from the outset and play a key role in ensuring the Council meets its statutory responsibilities.

You will work closely with colleagues across Building Control, Planning, Finance and Legal Services, supporting the collection and monitoring of levy income while maintaining accurate records and delivering high-quality reporting.

What is the job role?

As Monitoring Officer (Building Safety Levy), you will be responsible for implementing and managing the Council's Building Safety Levy monitoring arrangements.

Key responsibilities will include:

  • Administer the effective registration and monitoring of all communications and statutory notifications received from Registered Building Control Approvers (RBCAs), ensuring accurate records are maintained to support Building Safety Levy administration, monitoring and reporting.
  • Monitoring qualifying residential development across Coventry.
  • Maintaining accurate records of levy liabilities, notices, payments and exemptions.
  • Supporting the calculation and issuing of levy charges and payment certificates.
  • Managing and updating monitoring databases and records.
  • Preparing monitoring reports, financial returns and performance information.
  • Registering and monitoring Building Control information, including Initial Notices and Final Certificates.
  • Responding to enquiries from developers, internal colleagues and external stakeholders.
  • Working collaboratively with Building Control, Planning, Finance and Legal teams to ensure effective administration of the levy scheme.
  • Supporting audit requirements and ensuring compliance with relevant legislation and guidance.

Who are we looking for?

We are looking for a highly organised and motivated individual with excellent analytical and administrative skills who can manage complex information accurately and efficiently.

You will have:

  • An understanding of planning and building control processes, including the role of Initial Notices, Final Certificates and the development lifecycle from approval through to completion
  • Experience of working with databases, spreadsheets and data management systems.
  • Strong attention to detail and the ability to maintain accurate records.
  • Excellent communication skills and the confidence to engage with a range of stakeholders.
  • Good numerical skills and an ability to understand and apply policies, procedures and regulations.
  • Experience of managing competing priorities and meeting deadlines.
  • The ability to analyse information and produce clear reports.

Experience within Building Control, Planning, regulatory services or a similar local government environment would be advantageous but is not essential. We are keen to hear from applicants who can demonstrate transferable skills and a willingness to learn.
