Job summary

Tilbury Douglas is recruiting an experienced Managing Quantity Surveyor in Exeter to drive commercial performance on major water and wastewater infrastructure projects. You will lead cost control, forecasting and reporting, shaping commercial strategy with clients and the supply chain.

You will mentor the commercial team, oversee procurement and change control, and ensure NEC contract administration while protecting margin and delivering value for the programme.

  • Extensive quantity surveying experience on major infrastructure projects.
  • Strong NEC contracts and infrastructure commercial processes knowledge.
  • Experience leading and developing commercial teams.
  • Excellent negotiation and stakeholder management skills.
  • Degree in related field; RICS status desirable.

Responsibilities

Job description

Location: Exeter

We are seeking an experienced Managing Quantity Surveyor to join our Infrastructure Water business, supporting the commercial delivery of major water and wastewater projects across the region.

This is a senior commercial leadership role with responsibility for driving performance, managing contractual risk and ensuring the successful financial delivery of a major project or portfolio of schemes.

You will lead and develop a commercial team while working closely with operational, design and project leadership teams to maximise value, protect margin and support the successful delivery of our growing water programme.

As our Managing Quantity Surveyor, you will:
  • Lead the commercial management of a major water infrastructure project or portfolio of schemes, maintaining robust cost control, forecasting and reporting
  • Oversee procurement, valuations, change control, risk and opportunity management, CVRs and final account negotiations
  • Provide leadership and mentoring to the commercial team, supporting individual development and consistent commercial performance
  • Ensure effective administration of NEC contracts and the timely management of early warnings, compensation events and contractual obligations
  • Work closely with clients, supply chain partners and senior stakeholders to influence commercial strategy, maximise value and support successful project outcomes
About You

You will be an established commercial leader with experience delivering complex infrastructure, civil engineering or utilities projects within a Tier 1 or major contractor environment.

  • Extensive quantity surveying and commercial management experience on major infrastructure projects
  • Strong working knowledge of NEC contracts and infrastructure commercial processes
  • Experience managing and developing commercial teams
  • Strong financial and commercial acumen, with a proven record of managing risk and protecting margin
  • Experience of subcontract procurement, cost forecasting, change management and final accounts
  • Excellent negotiation, communication and stakeholder management skills
  • The ability to manage multiple priorities within a fast-paced project environment

Previous experience within the water or utilities sector would be advantageous, although candidates with relevant experience from other complex infrastructure sectors are also encouraged to apply.

A relevant degree or equivalent qualification is required. Professional membership of an appropriate body, such as RICS, is highly desirable.
