Job summary

Hyperion Partners in Gloucester is seeking a Maintenance Surveyor to lead planned investment and PPM programmes for social housing. You will manage multi‑million pound capital projects, conduct stock surveys, and oversee contractors to ensure safe, on‑time delivery with high quality standards.

The role focuses on delivering resident‑facing services, preparing cost estimates, and supporting asset management strategies within a collaborative team environment.

Responsibilities

• Deliver planned investment and PPM programmes across housing portfolio.
• Manage capital investment projects with annual value > £1 million.
• Conduct stock condition surveys and property inspections.
• Prepare specifications, SOWs, tender docs and cost estimates.
• Manage contractors and consultants; monitor quality, timing and budgets.
• Ensure works comply with current legislation and safety standards.
• Collaborate with residents and internal teams to minimise disruption and maintain service.
• Monitor expenditure and contribute to budget management.
• Maintain project records and create progress reports for senior management.
• Support asset management and investment strategy development.

The successful candidate will play a key role in delivering planned investment and Planned Preventative Maintenance (PPM) programmes, managing projects with a combined annual value in excess of £1 million.

You will ensure works are delivered safely, on time, within budget and to the highest quality standards while providing an excellent service to residents.

Day-to-day of the role

• Deliver planned investment and Planned Preventative Maintenance (PPM) programmes across the housing portfolio.
• Manage capital investment projects with a combined annual value exceeding £1 million.
• Undertake stock condition surveys, property inspections and pre- and post-work inspections.
• Prepare specifications, schedules of work, tender documentation and cost estimates.
• Manage contractors and consultants, monitoring quality, programme delivery, budgets and performance.
• Ensure all works comply with current legislation, health and safety requirements, building regulations and organisational policies.
• Work closely with residents and internal teams to minimise disruption and deliver excellent customer service.
• Monitor project expenditure and contribute to effective budget management.
• Maintain accurate project records and produce progress reports for senior management.
• Support the ongoing development of the organisation’s asset management and investment strategies.

Skills you need

• Experience managing planned investment, capital works or PPM programmes within social housing or residential property.
• Proven experience overseeing projects and budgets in excess of £1 million.
• Strong knowledge of building construction, planned maintenance and contract administration.
• Experience managing contractors using recognised forms of contract and monitoring KPIs.
• Excellent communication, organisational and stakeholder management skills.
• Relevant surveying qualification (HNC, HND, degree or equivalent) is desirable.
• Full UK driving licence is preferred.
