Job summary

Norfolk Constabulary seeks a Leadership & Management Development Trainer to design, deliver and continuously improve leadership programmes for two forces. You will coach and mentor leaders, evaluate impact and align learning with organisational goals.

You will travel to multiple locations across Norfolk and Suffolk to deliver training and work with senior leaders and HR to shape future policing leadership capability.

As our Leadership & Management Development Trainer, you will have the opportunity to influence how current and future leaders think, lead and perform, helping to create a workforce that is resilient, inclusive, high performing and fit for the future.

Working closely with senior leaders, HR professionals and subject matter experts, you will design, deliver, and evaluate innovative leadership development programmes that build leadership capability at every level of the organisation. Through coaching, mentoring, facilitation, and leadership assessment, you will support individuals to reach their full potential and equip leaders with the skills and confidence needed to meet the evolving challenges of modern policing.

This role offers the chance to make a lasting impact on organisational performance by developing leaders who inspire others, drive positive change, and create environments where people can thrive. You must also have the ability to travel to various locations across Norfolk and Suffolk to deliver training.

Role Purpose

To design, deliver and continuously improve leadership and management development programmes that build leadership capability across Norfolk and Suffolk Constabularies. The postholder will play a key role in developing a future-ready leadership workforce, supporting organisational performance, succession planning, and cultural development, while ensuring leaders are equipped to meet the challenges of modern policing.

This is more than a training role. It is an opportunity to influence the quality of leadership across two police forces, helping to develop the leaders who will shape policing for the future. You will work with colleagues at every level, from aspiring supervisors to senior leaders, creating development experiences that improve performance, strengthen culture, and help our people deliver the best possible service to our communities.

• Strong understanding of leadership theories and frameworks
• Excellent facilitation, coaching and mentoring skills underpinned with a relevant qualification
• Ability to design engaging learning materials and experiences
• Data-driven mindset for programme evaluation and impact measurements with the ability to identify trends
• Outstanding interpersonal and communication skills, including excellent emotional intelligence to identify leadership challenges which need addressing
• Strategic thinking with the ability to align development programmes with business outcomes
• Effective planning and organisational skills with the ability to work under pressure and manage competing priorities with available resources
• Able to work regularly at locations across Norfolk and Suffolk and further afield to fulfil the requirements of the role
• Hold a recognised training qualification such as, Level 4 Certificate in Education and Training (CTTLS), Level 4 Certificate in Further Education Teaching, Level 4 Diploma in Learning and Development, NVQ 4 in Training and Development or willing to complete the Training Essentials Programme (internal programme)
• Experienced in leadership assessment tools such as DISC, MBTI, Motivational Maps, Strengths Scope
• Chartered member of CIPD, with evidence of continuing professional development relevant to learning and development
• Experience of implementing a successful leadership development strategy and associated learning products
• Working knowledge of policing, its deployable resources and current leadership challenges
• Networking skills to build a network of relationships with colleagues within Policing and with external organisations to identify and adopt innovative practices that keep us at the forefront of learning practices and ensure environmental scanning of specific changes in police practice
