Job summary

Smart 4 EPC is seeking a Senior Quantity Surveyor to lead commercial and cost management on a major London infrastructure project. You will own commercial strategy, lead a QS team, and manage costs across utilities, civils, and MEP scopes in a multi-billion-pound programme.

The role requires chartered status or equivalent with extensive post-qualification infrastructure experience, with strong Excel and cost-modelling capabilities. London-based, permanent, full-time.

Qualifications

• Chartered QS (RICS) or equivalent with substantial post-qualification experience.
• 10+ years’ post-qualification experience in infrastructure cost management on Tier 1/2 projects.
• Proven leadership experience managing QS teams or cost functions.
• Expert-level Excel and financial modelling; proficient with cost management software.
• Ability to manage £100m+ cost portfolios and multi-disciplinary packages.
• Strong negotiation and stakeholder management; credibility at director level.
• Experience on major rail, station, or infrastructure modernisation schemes is advantageous.
• Commercial maturity and ability to advise senior project leadership.

Responsibilities

• Lead commercial strategy and cost management across multiple work packages and disciplines.
• Establish and defend cost budgets and forecasts; escalate and resolve variances.
• Mentor and line-manage junior QS staff and cost engineers.
• Develop and implement change control, variation orders and claims strategy.
• Lead commercial negotiations with key subcontractors and suppliers.
• Monitor and forecast subcontractor performance, invoicing, and payments at portfolio level.
• Prepare commercial reports and cost forecasts for main board and project controls.
