Job summary

Sphere Solutions is seeking a Managing Quantity Surveyor in Newport, South East Wales, to lead a team across the Welsh Water Design & Build Framework. You will drive commercial performance, reporting, governance, and value delivery on a portfolio of water infrastructure projects.

You will mentor a high-performing team, manage NEC3 contracts, and influence strategic commercial decisions within a major long-term framework. A strong leadership, technical and communications skillset is essential.

Qualifications

• Degree-qualified in Quantity Surveying, Commercial Management, or a related discipline.
• Proven experience leading and managing commercial teams within construction, infrastructure, utilities, or engineering.
• Extensive knowledge of NEC3 contracts, including ECC Option A, Compensation Events, change control, and dispute resolution.
• Strong ability to negotiate commercial terms and conditions.
• Experience with monthly CVRs, cost forecasting, and reporting.

Responsibilities

• Lead and manage the commercial team, including line management of Senior Quantity Surveyors and support for wider commercial staff.
• Mentor and develop team members through performance management and succession planning.
• Take overall responsibility for the commercial performance of all call-off contracts under the Framework Agreement.
• Lead the monthly reporting process, including client reporting, CVRs, cash flow forecasting, change management, and cost management.
• Manage NEC3 contracts, including Compensation Events, change control, negotiations, and dispute resolution.
• Implement and improve commercial systems, processes, and reporting tools for consistency and value.
• Lead commercial risk management and provide strategic advisory to project teams.
• Ensure robust contract administration and recover entitlement under contractual mechanisms.
