About The Role
To take a lead role in driving the work of the procurement function for the Council to ensure value for money and adherence to the Guiding Principles of the Commissioning Framework.
To lead on delivery of a programme of procurement projects, often worth between £25 to £75 million per annum, in line with the Department’s service strategy. Ensure that the supply-base is sustainable and has the capacity to deliver goods, works and services on behalf of the Council.
The job holder must also lead early procurement input into service specifications and Sourcing Plans and ensure that Procurement officers and providers work effectively across all areas of the organisation, including with commissioners, operational staff, quality monitoring and finance. Given the often unique nature of each procurement exercise the job holder must lead a procurement process which is efficient, but which complies with Public Procurement legislation and the Council’s Contract Procedure rules.
The post holder will support the Category Manager in raising the standard of procurement activity with continually developing good practice.
The job holder reports to a Category Manager, and will provide category specific supervision of up to 6 Procurement Officers and up to 3 Procurement Support Officers
