Job summary

Liverpool City Region Combined Authority seeks an experienced leader to drive the development of plans for a future Mayoral Development Corporation and the creation of a Place-Based Business Case. This high-profile secondment will shape governance, investment and delivery across the Liverpool City Region. You will lead complex programmes, manage stakeholders, and oversee financial and commercial assessments to establish the framework for future investment and regeneration across the region.

About The Role

We are seeking an experienced and motivated professional to join a dedicated team leading the development of plans for a future Mayoral Development Corporation (MDC) and the creation of a Place-Based Business Case. This high-profile secondment opportunity will play a pivotal role in shaping the future vision, governance, investment, and delivery arrangements across the Liverpool City Region.

Working closely with senior leaders, local authorities, government departments, and private sector partners, you will lead the development of complex programmes and business cases that support regeneration, infrastructure investment, economic growth, and place-based transformation. You will provide strategic leadership, manage stakeholder relationships, oversee financial and commercial assessments, and help establish the framework for future investment and delivery activity across the region.

About The Person

We are looking for a strategic and collaborative leader with substantial experience in developing and delivering complex, large-scale infrastructure or regeneration projects within a regulated environment. You will bring proven expertise in business case development, viability appraisal, financial management, and programme delivery, alongside experience of managing significant budgets and complex risk environments.

You will be an excellent communicator, capable of influencing senior stakeholders, politicians, government departments, and partner organisations. With strong commercial awareness and a track record of building effective partnerships, you will be passionate about delivering positive outcomes and helping shape ambitious investment and regeneration programmes that will have a lasting impact on communities across the Liverpool City Region.

Description

Significant experience in the development and delivery of complex, large infrastructure projects in a regulated industry, ideally in investment, housing and regeneration, transport or a related sector.

Experience with business case development, Tag Guidance and viability appraisal for a fund, project, programme or similar financial experience.

Demonstrable experience of managing complex projects with significant impact and mitigation requirements.

Significant experience in financial management, having managed multimillion-pound budgets, putting in place effective controls and successfully prioritising resources.
