Job summary

Energy Jobline CVL is seeking an experienced Estimator to join a Property Services business. The role covers property maintenance, refurbishment and planned works, producing accurate tender submissions and helping secure profitable new work.

The successful candidate will understand Property Services/Social Housing/Refurbishment environments, assess opportunities, interrogate tender information, assess risk, and build robust submissions that are deliverable.

Qualifications

• Experience pricing projects or frameworks for housing associations, local authorities or other public-sector clients.
• Strong commercial awareness and ability to interpret tender documentation.
• Proven ability to produce robust submissions and manage risk.
• Excellent negotiation and supplier engagement skills.
• Organised and able to manage multiple tenders concurrently.
• Able to work autonomously with limited direction and clear communication with senior teams.

Responsibilities

• Prepare detailed estimates and tender submissions for property services, refurbishment and maintenance projects.
• Review tender documentation, specifications, drawings and scopes of work.
• Produce accurate cost plans covering labour, materials, subcontractors and preliminaries.
• Obtain and analyse subcontractor and supplier quotations.
• Carry out take-offs and measurement where required.
• Identify commercial risks and opportunities within tender documentation.
• Develop competitive pricing strategies while protecting margin.
• Work closely with operational and commercial teams to ensure tenders are realistic and deliverable.
• Attend site visits, tender meetings and client meetings where required.
• Prepare tender adjudication information for senior management.
• Assist with value engineering and alternative solutions.
• Maintain strong relationships with subcontractors and the supply chain.
• Support tender handover following successful contract award.
• Maintain awareness of current market rates, labour costs and material pricing.
