Job summary

The London Borough of Brent is seeking a Principal Developer Contributions Officer to lead CIL and Section 106 collection and monitoring within the Infrastructure Planning Team. 36 hours per week, permanent role with London weighting and strong benefits.

Role spans PO4–PO5, offering leadership, expert guidance, and oversight of Brent’s CIL/S106 processes to ensure investments benefit communities across Brent. Hybrid working and Brent Civic Centre-based work locations are available.

Qualifications

• Strong understanding of infrastructure planning and delivery of planning obligations (S106/CIL).
• Comprehensive knowledge of S106 and CIL legislation and regulations.
• Strong understanding of infrastructure planning policy and related issues.
• Experience supervising or supporting others.
• Experience in partnership working across public/private sectors.
• Excellent organisation and prioritisation abilities.
• Proactive, solutions-focused problem-solving approach.

Responsibilities

• Lead collection and processing of CIL income.
• Oversee compliance with S106 agreements and obligations.
• Support CIL/S106 Officers and provide expert guidance.
• Advise on CIL, S106, infrastructure requirements, planning applications and pre-application enquiries.
• Improve and maintain CIL/S106 processes; reconcile accounts and manage Mayoral CIL transfers.
• Support reporting of CIL/S106 income, expenditure and delivery.
• Collaborate with colleagues, developers and public/private partners.
