Job summary

NHSGGC is seeking an experienced Lead Compliance Manager to join our Estates Compliance Team, supporting the safe, compliant management of the built environment across one of the UK’s largest healthcare organisations.

You will lead governance, develop assurance programmes, provide expert guidance on SHTMs and HBNs, and produce clear reports for governance forums and risk committees. A degree in estates/engineering and substantial healthcare estates experience are required.

Qualifications

• Degree in estates, engineering, construction or facilities management.
• Substantial experience in a complex healthcare estates or public sector buildings.
• Membership or progress towards membership of a professional body (IHEEM, IET, CIBSE, RICS, CIOB, RIBA) advantageous.
• Experience in audit, compliance and reporting.

Job description

NHS Greater Glasgow and Clyde (NHSGGC) is seeking an experienced and highly motivated Lead Compliance Manager to join our Estates Compliance Team. This is a key leadership role supporting the safe, compliant and effective management of the built environment across one of the largest healthcare organisations in the UK.

About the Role

As Lead Compliance Manager, you will play a critical role in ensuring NHSGGC complies with legal, statutory and regulatory requirements relating to Estates services, engineering safety, maintenance activity and healthcare building standards. You will provide assurance through robust audit, monitoring and reporting arrangements, with particular focus on Scottish Health Technical Memoranda, Health Building Notes, health and safety legislation, statutory compliance and inspection readiness.

Key Responsibilities:

• Lead and develop the Estates Compliance Team, setting clear governance arrangements, standards and reporting mechanisms.
• Develop, implement and monitor compliance and assurance programmes, including technical audits, engineering assurance reviews, mock inspections and peer assessments.
• Provide expert advice on compliance with SHTMs, HBNs, statutory requirements, engineering safety standards and relevant health and safety legislation.
• Produce clear, evidence-based reports for governance forums, senior leadership teams, audit groups and risk committees.
• Act as a key point of liaison with regulators, external auditors, inspection bodies, Authorising Engineers, consultants and other specialist advisors.
• Support the management of remedial actions, ensuring issues are recorded, tracked, escalated and reported through appropriate governance routes, including SCART and ECRG arrangements.
• Contribute to policy development, technical guidance, training, awareness sessions and continuous improvement across Estates services.
• Support procurement, contract management and technical specification development for specialist compliance-related services.

About You

The successful candidate will bring strong technical knowledge, sound judgement and excellent communication skills. You will be confident interpreting complex technical, regulatory and legislative requirements and translating these into practical assurance arrangements that support safe and effective healthcare environments.

You should have a degree or equivalent level of experience in a relevant estates, engineering, construction or facilities discipline, together with substantial experience in a complex healthcare, public sector, industrial or commercial building services environment. Membership, or progress towards membership, of a relevant professional body such as IHEEM, IET, CIBSE, RICS, CIOB, RIBA or similar would be advantageous.

• Experience of audit, assurance, risk management, statutory compliance and technical reporting.
• Ability to work collaboratively with operational teams, senior managers, clinical colleagues, external agencies and specialist contractors.
• Sound decision-making skills, with the ability to manage competing priorities and respond effectively to complex or time-sensitive issues.
• A proactive approach to continuous improvement, compliance monitoring and evidence-based assurance.
