Job summary

Liverpool City Council is seeking a Business Analyst to lead the most complex transformation projects and mentor junior analysts.

You will capture current-state processes, define future-state improvements, and produce clear requirements and business cases for senior stakeholders.

The role demands strong analytical skills, experience in enterprise-wide change, and the ability to collaborate with cross-functional teams in a public-sector environment.

Qualifications

• Degree or equivalent in a relevant discipline.
• Completion of Practitioner level Business Analysis training courses, or relevant experience.
• Knowledge of project management methodologies (Prince2, Agile).
• Experience in business analysis activities (A, I, P).
• Experience with enterprise-wide transformation programmes.
• Experience working with cross-functional teams with competing priorities and business drivers.
• Facilitation, hosting and presenting meetings/workshops with senior management.
• Authoritative knowledge of techniques for business process improvement.
• Preparation and submission of business analysis documentation.
• Experience of working within Local Government.

Responsibilities

• Act as BA lead on complex City Council transformation projects and programmes.
• Lead and deliver strategic improvement across cross-business processes.
• Identify opportunities to leverage technology to meet customer needs.
• Identify best-fit BA approaches (Lean, Six Sigma) and mentor other analysts.
• Take responsibility for the BA phase of the project lifecycle and liaise with customers and senior managers.
• Document current and to-be processes to aid stakeholder understanding of improvements.
• Produce detailed requirements documentation with clear, unambiguous templates.
• Present BA findings to customers, stakeholders and senior management.
• Embed a 'business improvement' way of working across the organisation.
• Lead post-implementation benefit reviews and ensure value delivery.
