Job summary

Ofgem is recruiting a Knowledge & Information Management Lead to shape and grow its KIM capability across the organisation. You will oversee information governance, ensure statutory compliance (FOI, UK GDPR, Public Records Act) and drive improvements in how information is managed and used.

You will partner with senior stakeholders, set policies and standards, and build capability across teams to raise information maturity and support confident decision-making in a regulated energy landscape.

Job summary

Ofgem plays a vital role in the UK’s energy system, protecting consumers and enabling a more secure, fair and sustainable energy future, and effective information management is fundamental to delivering this mission.

Ofgem is on a significant transformation journey. Within the Digital, Data and Security Services (DDSS) directorate, we are strengthening how information is governed, managed and used across the organisation. As digital, data and AI capabilities expand, there is an increasing need to ensure that information assets are well-governed, compliant with legislation and used effectively to support organisational outcomes.

As a Knowledge & Information Management Lead, you will play a central role in shaping and leading Ofgem’s KIM capability. You will oversee information governance practices, ensure compliance with statutory requirements and drive improvements in how information is managed, shared and utilised across the organisation. You will work closely with senior stakeholders, acting as a trusted advisor and championing best practice in knowledge and information management.

This is a senior role with organisation-wide influence, requiring strong leadership, strategic thinking and deep expertise in information governance. You will play a key role in embedding a culture of responsible information management, improving maturity and ensuring that information supports effective decision-making.

You will be responsible for:

• Leading the organisation’s Knowledge and Information Management capability, ensuring effective governance, compliance and continuous improvement.
• Overseeing the management of information and records, ensuring compliance with legislation including the Freedom of Information Act, UK GDPR and the Public Records Act.
• Providing assurance on information governance controls, ensuring risks are identified, managed and mitigated appropriately.
• Engaging with senior stakeholders and information asset owners, ensuring they understand their responsibilities and act to improve information maturity.
• Developing and implementing KIM policies, standards and practices, ensuring alignment with government frameworks and organisational priorities.
• Driving improvements in information discoverability, accessibility and usability, enabling more effective use of information across the organisation.
• Supporting the development of KIM professionals, building capability and promoting consistent adoption of best practice.
• Leading on risk management for information assets, ensuring controls are proportionate and aligned to organisational needs.
• Championing KIM across Ofgem and externally, contributing to wider government communities of practice.

We are looking for:

A credible and experienced KIM professional who can operate at both strategic and operational levels. You will bring strong expertise in information governance, alongside the ability to influence senior stakeholders and drive organisational change.

You may come from a knowledge management, records management or governance background, but you will demonstrate:

• Significant experience leading Knowledge and Information Management functions
• Strong understanding of legislative and policy frameworks, including FOI, UK GDPR and public records requirements
• Experience developing and implementing KIM policies, standards and governance controls
• Proven ability to influence senior stakeholders and improve organisational information maturity
• Experience building capability and embedding best practice across teams

Experience in government or regulated environments, and familiarity with sector-specific challenges, would be beneficial.

• Demonstrable experience of contributing to building KIM capability within an organisation (Lead Criteria)
• Proven ability to develop and implement KIM policies, standards, and governance controls.
• Demonstrable understanding of the policy and legislative framework for KIM.
• Demonstrable experience influencing senior stakeholders to improve information maturity and manage information risks.
• Knowledge of energy sector information and records management challenges, the transition to net-zero, including regulatory and affordability implications.
