Job summary

4Recruitment Services Ltd in West Yorkshire is seeking an Interim Programme Manager for Property Capital Projects to lead technical and administrative management of capital works, developing data-driven management information and performance measures. The role supports procurement across Council services, ensuring value for money and alignment with corporate priorities.

Responsibilities

• To act as the Council's technical and administrative manager for current and future capital projects and minor works, including the management and setting and monitoring of performance measures and the development, management and interpretation of data to provide management information.
• To support and play an active role in achieving value for money the procurement of goods and services to aid in the development of the corporate estate goods and wider services – particularly in relation to various services across the Council.
• To ensure that the activities and performance of the service contribute to the aims and objectives of the Council and in so doing ensure the Council's corporate priorities are achieved and maintained.
• To be responsible for providing a wide range of professional guidance on day-to-day and complex project and programme management activities within PFHS and the wider Council. Working with internal and external key stakeholders to ensure sound decisions are made in delivery and management of the Council's projects.
• Act as Client Project Manager;
• Have knowledge of JCT contracts;
• Be familiar with the roles of consultants and contractors in delivering capital projects. (300k to 1M)
• Have good communication skills across all likely stakeholders
• Be numerate in relation to collating and reviewing contract costs, including an understanding of approval processes.
• Comfortable with the working practices of a local authority and the parameters that need to be adopted.
• Confident in adopting reporting requirements common in local authorities.
