  • Experience delivering facilities management, property improvement, refurbishment and building maintenance projects.
  • Strong understanding of health and safety requirements across construction and building works, including contractor compliance and site monitoring.
  • Experience managing construction contracts, including JCT forms of contract, alongside public sector procurement procedures and local authority governance.
  • Experience of change management, risk management and financial monitoring within a project environment.
  • Ability to manage consultants, contractors and multidisciplinary project teams.
  • RICS, CIOB or an equivalent relevant professional qualification would be desirable.
Key Responsibilities
Facilities Project Delivery & Lifecycle Management
  • Lead the delivery of facilities and property projects from initial requirements, feasibility and design through procurement, implementation and final handover.
  • Manage a varied portfolio of building‑related projects, including refurbishments, planned maintenance, asset improvements and upgrades to council facilities.
  • Coordinate internal teams, external consultants and contractors to ensure projects meet agreed scope, programme, budget and quality requirements.
  • Develop project plans, delivery programmes and resource requirements, monitoring progress against key milestones.
  • Support the delivery of projects that improve the condition, functionality, compliance and operational efficiency of the Council’s estate.
Building, Facilities & Technical Coordination
  • Coordinate building surveys, condition assessments, design development and technical specifications to inform project delivery.
  • Manage architects, engineers, building surveyors, facilities teams and other specialist consultants where required.
  • Ensure proposed works are practical, deliverable and compliant with relevant building regulations, statutory requirements and sustainability objectives.

  • Manage project budgets, forecasts, variations and change control, escalating financial risks where necessary.
  • Identify opportunities for value engineering, cost efficiencies and improved whole‑life asset performance.
  • Monitor key performance indicators, project benefits and social value commitments, providing regular financial and progress updates.
  • Maintain accurate project documentation, including contracts, purchase orders, risk registers, change requests and progress reports.
Stakeholder & Contractor Management
  • Act as the main point of contact for project stakeholders, providing clear updates on progress, costs, risks and delivery milestones.
  • Work collaboratively with facilities management, property, procurement, finance, health and safety and service delivery teams.
  • Manage contractor performance, ensuring works are delivered in accordance with contractual obligations, agreed specifications and service requirements.
  • Chair project meetings, coordinate actions and maintain clear records of decisions and responsibilities.
  • Prepare regular project reports and updates for senior officers, service leads and other stakeholders.
Risk, Compliance & Health and Safety
  • Develop and maintain project risk registers, identifying delivery, financial, operational and compliance risks and implementing mitigation measures.
  • Monitor contractor compliance with health and safety legislation, site procedures and relevant construction requirements.
  • Undertake regular site visits and inspections to assess progress, workmanship, quality and adherence to specifications.
  • Ensure appropriate arrangements are in place for building access, operational continuity and the safe delivery of works within occupied premises.
