Job summary

Positive Employment is seeking an Implementation Lead for a local government organisation in Guildford. You will coordinate and embed the Regulator of Social Housing consumer standards across housing services, delivering improvements and assurance through a robust self-assessment framework.

You will lead policy development, monitor performance, and drive continuous improvement with stakeholders across services.

Qualifications

  • Significant experience in policy development, strategy development, implementation or organisational change.
  • Experience of undertaking research and analysing complex information to inform policy and strategic decision making.
  • Proven ability to draft high-quality policies, strategies, briefings, reports and recommendations.

Responsibilities

  • Lead and support the policy and strategy development process across the organisation.
  • Undertake research, analysis and benchmarking to inform the development of policies, strategies and strategic initiatives.
  • Analyse complex information, legislation, regulatory requirements and performance data to identify key issues, risks and opportunities.
  • Draft high-quality policy documents, strategies, briefings, reports and recommendations for senior stakeholders.
  • Support services to implement approved policies and strategies effectively.
  • Drive strategic change and support the embedding of new approaches, standards and ways of working.
  • Develop and maintain implementation plans to ensure policies and strategies are successfully delivered.
  • Support the effective embedding and management of regulatory standards across relevant services.
  • Monitor the implementation and performance of policies and strategies against agreed objectives and measures.
  • Evaluate the impact and effectiveness of strategic initiatives and make recommendations for improvement.
  • Develop appropriate performance measures, monitoring arrangements and reporting mechanisms.
  • Identify and manage risks, issues and dependencies associated with policy implementation and strategic change.
  • Build and maintain effective relationships with internal stakeholders and service areas.
  • Liaise effectively with partner organisations, suppliers, consultants and external peers to support successful delivery.
  • Coordinate input from a range of stakeholders to ensure policies and strategies are practical, effective and aligned with organisational priorities.
  • Facilitate workshops, meetings and stakeholder discussions where required.
  • Provide clear advice, guidance and support to services and senior stakeholders throughout the policy and implementation process.
  • Produce clear and accurate progress reports, performance updates and evaluation reports.
  • Identify opportunities for continuous improvement, innovation and more effective ways of working.
  • Ensure policies, strategies and implementation activity comply with relevant legislation, regulatory requirements and organisational governance arrangements.
  • Undertake any other duties commensurate with the level of responsibility of the post.

Job description

Positive Employment is currently recruiting for an Implementation Lead for our client, a local government organisation based in Guildford.

The successful post holder will lead the coordination, embedding and assurance of the Regulator of Social Housing’s Consumer Standards across all housing services as part of the Housing Improvement Programme. Support the organisation to demonstrate compliance, deliver improvement actions, and maintain robust self-assessment and assurance processes.

Horizon scan, share, consider and implement (where appropriate) good practice and continuous improvement based on emerging themes from RSH and HOS reports and findings.

Deliver training and guidance for staff on consumer standards. Establish KPIs and reporting mechanisms for consumer standards. Develop a methodology or framework that enables a consistent approach to ongoing assessments that identify gaps and improvement opportunities and assurance monitoring. The framework should provide a toolkit for guidance and elearning across all standards to be handed to BAU.

This role is a temporary contract with an initial contract length of 6 months with the possibility to extend. Hybrid working with 2 days per week in the office.

Working Hours:

37 hours per week, Monday to Friday.

Pay:

£400.00 per day.
