Job summary

The Ministry of Justice is seeking a permanent HEO Evaluation Analyst to join the Impact and Value Hub within Justice Data. The role covers evaluation from Theory of Change to qualitative research and reporting for varied audiences, with hybrid working and a UK-only remit.

Applicants should have strong qualitative methods experience, the ability to present complex findings clearly, and skills in stakeholder engagement and evidence-based recommendations.

Qualifications

• Experience with qualitative and quantitative evaluation methods, strongest in qualitative approaches such as interviews, focus groups and thematic analysis.
• Presenting and disseminating complex research findings to technical and non-technical audiences.
• Maintaining high analytical standards, quality assuring outputs and using feedback for continuous improvement.

Responsibilities

• Provide evaluation and monitoring expertise to support evidence-informed decisions.
• Support evaluation projects across the lifecycle, including Theory of Change models.
• Design and deliver qualitative research (interviews, focus groups) and report writing.
• Synthesize qualitative findings and communicate insights to a range of audiences.
• Develop evidence-based conclusions and recommendations with the evaluation team.
• Engage with stakeholders within and beyond MoJ and help disseminate findings.
