The publication of the Governments 10-Year Health Plan: Fit for the Future sets out an ambitious agenda for the health of the population and for the NHS. As part of that ambition, it makes clear that every system requires an Integrated Care Board that will function as the strategic commissioner of local health services, responsible for all but the most specialised commissioning, using multi-year budgets to drive improvement. This means ensuring that the money available to our local health and care system is put to the best possible use: to improve the local population’s health, reduce health inequalities and improve access to consistently high-quality services.
The NHS needs commissioners who can better understand the health and care needs of their local populations, who can work with users, providers and wider communities and partners to develop strategies to improve health and tackle inequalities and who can contract with providers to ensure consistently high-quality, safe and efficient care. Improving access and waiting times, in particular against NHS constitutional standards, will continue to be core indicators of whether population needs are being met.
At the same time, we have a collective responsibility to reduce cost and become as effective as possible through reducing duplication and being clear on our core purpose. It is clear that there is much to do.
The Information Governance (IG) Business Officers act as the ICB’s IG business support specialists for all aspects of ICB & GP Practice IG, ensuring compliance with statutory, regulatory and NHS requirements relating to the use, processing, sharing, security and management of information, including the Data Security & Protection Toolkit (DSPT).
Please note that the Cluster ICB has consulted with its workforce on changes to contractual base locations and hybrid working arrangements and is implementing a consistent hybrid working model across the Cluster. The new arrangements are intended to support closer and more collaborative working across the Cluster ICB, through a consistent approach to hybrid working and the use of designated office locations.
You will support the Information Governance (IG) Manager by helping to shape the ICB’s overall IG framework so it aligns with the organisation’s IG strategies. You will lead and deliver a number of programmes and projects, including (but not limited to) the following:
Support the development and implementation of IG Strategy, ensuring alignment with statutory duties and regulatory requirements. To support the DPO, the Board, Executives / Senior Leadership Team, and system partners. Providing advice regarding IG on a diverse range of topics: IG risk, data flows, information sharing and data assurance. To support the ICB in a positive culture of data protection and IG stewardship. Provide advice & support to SIRO, Caldicott Guardian + DPO on all aspects of Data Protection compliance.
Provide business support to ICB + Practices for UK GDPR, DPA 2018, Records Management Code, NHS Codes of Practice, and all relevant IG framework requirements. Oversee annual completion and improvement planning for DSPTs. Undertake regular reviews of IG Policies & Procedures, in line with DSPT etc and changes in legislation or national best practices, to ensure these remain relevant and reflecting local requirements.
