ESSENTIAL EMPLOYMENT LTD is seeking a Hybrid Senior Procurement Officer in the Northampton area on a full-time temporary basis. The role focuses on leading complex procurements across housing asset management, maintenance and capital works, with a strong emphasis on strategy, governance and supplier relations.

The position offers hybrid working arrangements and requires delivery of compliant, value-for-money procurement solutions with clear documentation and mobilization support.

Responsabilités

• Lead and manage complex procurement exercises from strategy development through to contract award and implementation.
• Deliver procurements relating to Housing asset investment programmes, planned and reactive maintenance contracts, refurbishment and capital improvement works, repairs and maintenance services, property and building-related contracts.
• Develop procurement strategies that support service objectives, compliance requirements, and value-for-money outcomes.
• Provide procurement and commercial advice to stakeholders across Housing and Asset Management teams.
• Prepare procurement documentation, tender packs, evaluation criteria, contract schedules, and award recommendations.
• Manage competitive tendering processes through relevant procurement portals and frameworks.
• Ensure all procurement activity complies with the Procurement Act 2023 (PA23), policies, and governance requirements.
• Support contract mobilisation and handover to operational contract management teams.
• Build effective relationships with suppliers, contractors, consultants, and key internal stakeholders.
• Identify opportunities for cost savings, service improvements, and commercial efficiencies.
• Maintain accurate procurement records and provide regular progress updates to senior management.

Key Responsibilities
